    Directions 2023: Advancing GPS to Meet the Future

    GPS is the gold standard for precise positioning, navigation, and timing (PNT), impacting the lives of more than six billion users worldwide. The United States economy alone depends on the free, government-provided service across 900 million GPS receivers supporting vehicle navigation systems, general aviation, financial transactions, the electrical grid, precision agriculture, surveying and construction. The GPS enterprise must remain consistent and reliable, while keeping pace with emerging technology without interruption for the end user.

    Space Systems Command (SSC) at Los Angeles Air Force Base in El Segundo, California — the U.S. Space Force’s space development, acquisition, launch and logistics field command — is responsible for maintaining and modernizing the GPS enterprise. The enterprise consists of three segments: the space segment, the control segment and the user segment. Each achieved specific milestones during an exciting and productive 2022.

    Space Segment

    There are currently 37 GPS satellites on-orbit with 31 set healthy. The constellation requires 24 operational satellites for worldwide coverage and a receiver needs to receive transmissions from four of them to determine its position in three dimensions. GPS continues to operate impressively with an average 45-cm accuracy throughout the past year with the most precise day on record at 31.5 cm. The space segment of GPS modernization focuses on GPS III and GPS IIIF satellite development with significant milestones rounded out in 2022.

    For GPS III, after the successful launch of Space Vehicle 5 (SV05) on June 17, 2021, it was set healthy (usable) on May 25, 2022. The significance of SV05 is its full operational capability of the improved civilian L2 (L2C) signal. L2C improves service speed for commercial users via access to two frequencies, improves accuracy when combined with legacy civil GPS signals (L1 C/A), and is less susceptible to ionospheric interference. SV05 is the 24th satellite enabled with the Military Code (M-code), providing worldwide M-code coverage. M-code is designed to give military receivers better defense against jamming, improved accuracy, a more secure and flexible cryptography architecture, and the ability to detect and reject false signals.

    On Jan. 18, 2023, SV06 successfully launched into orbit aboard a SpaceX Falcon 9 Block 5 rocket from Cape Canaveral Space Force Station, Florida. The launch of SV06 marks a key step in the larger goal of modernizing the GPS constellation. Additionally, the 10th and final satellite in the GPS III fleet finalized production and has a target launch date of 2026. GPS III Space Vehicles 7–10 are in storage and available for launch.

    The next generation of GPS satellites continues development. The October 2022 contract award for GPS III Follow-On (GPS IIIF) satellites will onboard additional capabilities. In addition to introducing new civil signals designed to enhance search-and-rescue efficacy and aviation safety, laser retroreflector array for precise ranging, and a fully digital navigation payload, the GPS IIIF satellites will offer a new Regional Military Protection (RMP) capability providing up to 60 times greater anti-jamming measures. A new port on the Lockheed Martin LM2100 Combat Bus supports a substantial increase in flexibility, providing rapid integration of payloads in response to emerging threats in space.

    Control Segment

    The Next Generation Operational Control System (OCX) will replace the current GPS Operational Control System (OCS), supporting the latest U.S. Department of Defense standards and practices for cybersecurity. The updated system includes a modernized and expanded monitor station network, improved anti-jam capabilities, and enhanced operational capability to control modernized military signals.

    In March 2022, OCX completed its fourth and final legacy ground antenna element (LGAE) installation on Kwajalein Island in the Republic of the Marshall Islands. OCX Block 1 and 2 are undergoing Hewlett Packard (HP) Formal Qualification Test (FQT). This event will qualify much of the system’s previously certified mission software functions. The event will also demonstrate system maturity and readiness for system acceptance, operator training, and specific developmental testing milestones with both GPS space and user segments.

    The next-generation control system, OCX 3F, will modify OCX Blocks 1 and 2 to use the enhanced capabilities of GPS IIIF satellites. OCX 3F received Milestone B and Acquisition Program Baseline (APB) approval from the Milestone Decision Authority (MDA) and was authorized to enter the Engineering and Manufacturing Development (EMD) phase in May. In November, the OCX 3F program deployed 3F mission software into OCX’s Near Operations Environment (NOE) for the first time after completion of the program’s first Integration Readiness Review (IRR). The IRR event ensures that the software meets integrity standards and receives approval to be integrated and tested on the NOE prior to software releases to the operational users. OCX 3F anticipates achieving operational acceptance in 2027.

    User Equipment Segment

    Among the arsenal of GPS user equipment, very few pieces have the technology to use the M-code signal. Maintaining a competitive advantage against the adversary requires use of these signals; the GPS Enterprise is focused on developing Modernized GPS User Equipment (MGUE) capable of accessing these signals. The MGUE program is a joint service program developing modernized M-code-capable military GPS receivers. The program is broken into two increments (Inc 1 and Inc 2). Both are designed to deliver secure PNT performance, allow navigation warfare operations, enhance anti-jam, enhance anti-spoof and anti-tamper, and enable Blue Force Electronic Attack.

    As part of the multiple elements under the MGUE Inc 1 umbrella, L3Harris delivered its final Build 7 ground card to the government on Nov. 16, 2021, and completed regression testing on that kit in February 2022. The final Delta Security Certification and Approval were completed on April 13 and April 29, 2022, respectively. Development of the L3H Ground-Based GPS Receiver Applications Module (GB-GRAM-M) card, which delivers geolocation and precise positioning capabilities for space-constrained applications while providing increased security and anti-jam capabilities, is complete and available for services procurement. MGUE Inc 1 completed qualification testing for the aviation and maritime cards on Sept. 9, 2022, with updated software builds. This build allows the program to progress to 98% of the requirements verified and enables B-2 Bombers and Guided Missile Destroyers (DDG) to continue progress toward operational testing. Completion of this commitment means significant progress toward operational testing for stakeholders and warfighters.

    MGUE Inc 2 held Preliminary Design Reviews for the Miniature Serial Interface (MSI) in summer 2022, bringing the project another step closer to finalizing the EMD phase. Once all closure and action items are completed for the reviews, the government will consider each event complete. Critical Design Review (CDR) is scheduled for this summer and will validate the system design and the ability to meet system performance requirements. MGUE Inc 2 continues to execute the second competitive objective under Phase I for the Joint Modernized Handheld component; the effort is moving closer to completion of the handheld prototype and will ultimately make for a more seamless transition to operations.

    The SSC’s mandate is paramount to maintaining our modern way of life. The space professionals dedicated to developing GPS technology are committed to delivering advanced capabilities to the warfighter, the civil sector, and the world. An interconnected world is ready for us. We’re on our way.

    Fifth GPS satellite set healthy for operational use

    The fifth GPS III satellite is now set healthy for initial operational  use, according to the U.S. Coast Guard Navigation Center (NAVCEN). GPS III 05 (SVN-78/PRN-11) was launched June 17, 2021, from Space Launch Complex-40 at Cape Canaveral Air Force Station, Florida.

    Constellation Changes

    The U.S. Space Force Second Space Operations Squadron (2 SOPS) indicates that GPSIII 05 replaced SVN-61/PRN-28 in the D plane at slot D1.

    SVN-61 is being rephased to optimize its position in the D plane, and is expected to complete its journey on or about July 14.

    SVN-44/PRN-28 was moved to GLAN 31.64 to optimize its position within B plane.

    The U.S. Space Force’s Space and Missile Systems Center (SMC) transferred Satellite Control Authority of the GPS III SV05 to the 2nd Space Operations Squadron at Schriever (2 SOPS) Air Force Base on June 28. The fifth GPS III satellite — nicknamed Armstrong —was launched into space on June 17.

    On June 29, GPS III SV05 received Operational Acceptance approval, marking the first GPS III SV to receive SCA handover and Operational Acceptance within 24 hours and decreasing the time from launch to on-orbit operational capability by 97 percent.

    In 2020, the GPS enterprise launched two GPS III SVs in the midst of a global pandemic. According to Los Angeles Air Force Base, home of SMC, the delivery time from launch to Operational Acceptance approval has continued to shrink, with innovation and teamwork across the GPS enterprise enhancing rapid identification and elimination of redundant on-orbit verification steps.

    Launch of SV05 was the first National Security Space Launch on a previously flown Falcon 9 booster, reusing the same booster that delivered GPS III SV04 to orbit in November 2020.

    GPS III SV05 joins a constellation of 31 operational satellites. “The inclusion of GPS III SV05 into the operational constellation marks another significant milestone for the enterprise with 24 M-code capable satellites,” said Colonel Heather J. Anderson, transition director.

    The Lockheed Martin-built GPS III SVs provide improved accuracy, advanced anti-jam capabilities, and increased resiliency for the GPS constellation and 4 billion users worldwide. GPS III SV05 will be set healthy to all global users in September, following the completion of on-orbit testing.

    The fifth GPS III satellite was encapsulated within a SpaceX payload fairing on June 9 in preparation for its June 17 launch.

    The U.S. Space Force’s Space and Missile Systems Center’s Lockheed Martin-built GPS III Space Vehicle 05 satellite was encapsulated within a SpaceX payload fairing at Astrotech Space Operations Florida facility on June 9 in preparation for launch, scheduled for June 17 from Cape Canaveral Space Force Station.

    The 15-minute launch window opens 12:09 p.m. EDT. If SpaceX provides a live feed to view the launch, it will be available here.

    Encapsulation of the satellite within the payload fairing protects the satellite from the impact of dynamic pressure and aerodynamic heating during its harrowing journey through the earth’s atmosphere, and supports the ability to communicate with the satellite until separation from the launch vehicle on orbit.

    “The GPS III program continues to make strides in modernizing the GPS constellation for the United States Space Force, maintaining the ‘gold standard’ for position, navigation and timing,” said Col. Edward Byrne, Medium Earth Orbit Space Systems division chief, “SV05 is not only the first-ever USSF satellite launched on a previously flown booster, but also is the 24th military-code (M-xode) satellite introduced to our constellation, the last needed to bring M-code to full operational capability.”

    GPS III SV05 will join the current 31-satellite operational constellation to continue to provide the gold standard in positioning, navigation and timing services for more than four billion users worldwide.

    The United States’ Global Positioning System is used now more than ever before. With an estimated four billion users worldwide, industries of all kinds continue to leverage the precise and consistent data streaming from the GPS satellites. The universal use of GPS signals permeates our lives and creates positive impacts around the globe.

    We continue to deliver on our decades-long commitment to provide precise positioning and timing data to the civil, commercial and scientific communities. To support the evolving use of this global utility, the government and industry GPS Enterprise team has embarked on major investments to modernize GPS capabilities for our stakeholders. These efforts are occurring across all of our segments and combine to deliver incremental capabilities and improvements over time.

    GPS ENTERPRISE ROADMAP

    The GPS Enterprise Roadmap is an overview of the many programs we have in execution or planning stages. These efforts will enable us to deliver new and improved positioning, navigation and timing (PNT) capabilities across all segments. We are upgrading each of the three GPS segments (space, control, and user equipment) to deploy modernized capabilities while continually replenishing the GPS constellation; ensuring we have 24 or more operational satellites available at least 95% of the time.

    Additionally, we are always working on what’s next. We are actively researching, prototyping and planning; looking at how we will continue to evolve this architecture into one that is more robust and resilient than it is today. Our team is working to define the next set of capabilities for not only the GPS, as the backbone of our architecture, but also for ways to build off of this system and expand our ability to deliver PNT capabilities in new and useful ways.

    2021 UPCOMING MILESTONES

    Space Segment

    The GPS III program is off to a great start, further enhancing military readiness and bolstering the activities and assurance of all GPS users. The program continues to push space acquisition boundaries with the first reuse of a Falcon 9 rocket for a National Security Space mission.

    Slated for launch in June, SV05 will launch on a flight-proven Falcon 9 booster that was recovered after successfully launching SV04 into orbit.

    SV05 will continue the GPS constellation modernization effort and will deliver users a bump in performance and accuracy. The satellite features the interoperable L1C signal, the newest civilian L5 signal and anti-jamming improvements. For the military user, SV05 will become the 24th military-code (M-code) satellite, bringing M-code utility to its Initial Operating Capability.

    Ground Segment

    2021 will be a big year for the Next Generation Operational Control System (OCX). OCX will soon complete the installation of an entirely modernized network of 17 global monitoring stations. These stations allow OCX to monitor the full suite of legacy as well as modernized military and civil navigation signals, including L2C and L5.

    In the factory, OCX will continue to use a newly accredited GPS System Simulator (GSYS) in support of mission software testing. In parallel, OCX will continue to replace mission equipment with Hewlett-Packard Enterprise hardware prior to its deployment to operational sites. Once deployed, connections to the GPS command and control antennas will begin, and interconnections to other mission systems will be established.

    This includes the GPS Global Information Grid Automated Information System (GGA) subsystem, which will ensure timely dissemination of important navigation data to the public. OCX’s Launch and Checkout System (LCS) will be used to launch and initialize GPS III SV05.

    OCX 3F is a modification of the OCX baseline to support GPS IIIF-specific mission requirements. OCX 3F will maintain backward compatibility with the existing systems to support the legacy GPS constellation and will integrate future GPS IIIF capabilities. For example, it will implement command and control of the Regional Military Protection (RMP) and Rapid Warfighter Effects requirements. We are on track for an OCX 3F contract award later this year.

    User Equipment Segment

    In 2021, Military GPS User Equipment (MGUE) Increment 1 will culminate its ground user form factor efforts by completing a Field User Evaluation (FUE) of M-Code GPS technology in two service-nominated lead platforms. The Army FUE will be conducted with multiple variants of Stryker vehicles.

    Meanwhile, the U.S. Marine Corps will use the Joint Light Tactical Vehicle (JLTV) for their FUE. Both events will assess the performance of the enhanced GPS receivers in operationally relevant environments. Toward the end of 2021, MGUE Increment 1 will deliver the aviation/maritime form factor, which will enable Navy Guided Missile Destroyer (DDG) and USAF B-2 bomber lead platform integration in 2022.

    Enterprise Integration

    None of these systems are delivered in a vacuum, and we work hard to integrate them all. It is the only way we can continue to deliver on our promises outlined in our published standards. From test campaigns and requirements management, to model-based systems engineering and roadmaps; it takes a united team of government and industry partners to deliver truly integrated capabilities.

    We have many exciting milestones this year and we have a world-class government and industry team working tirelessly to ensure continued delivery, maintenance, and operations of GPS Enterprise capabilities. Our motivation is simple — continuing to deliver and evolve the gold standard PNT capabilities we all rely on day in and day out.

    The U.S. Space Force’s Space and Missile Systems Center successfully delivered the fifth GPS III satellite to Cape Canaveral Space Force Station, Florida, on April 6.

    GPS III Space Vehicle (SV) 05 was transported from the Lockheed Martin facility in Waterton, Colorado, to the Space Coast Regional Airport in Titusville, Florida, by a C-17 Globemaster III crew from Joint Base Lewis-McChord, Washington. Lockheed Martin is the contractor for construction of the GPS III satellites.

    Now that the satellite has arrived at the Astrotech Space Operations facility, the latest addition to the GPS constellation modernization effort will begin final testing and checkout before the launch. While at Astrotech, it will undergo final post-ship functional testing, be fueled with onboard propellant, and then be encapsulated for launch.

    Once these tasks are accomplished, SV05 will be horizontally integrated with the first-ever SpaceX Falcon 9 launch vehicle to be reflown for a National Security Space Launch (NSSL) mission.

    “SV05 is the third GPS III satellite shipped to the Cape in the last 14 months and marks a key step to our larger goal of GPS constellation modernization,” said Col. Edward Byrne, SMC’s Space Production Corps Medium Earth Orbit Space Systems Division chief. “As the fourth GPS III launch campaign with SpaceX, this NSSL mission is historic both for the first reflight of a Falcon 9 rocket and for being the 24th military-code (M-code) satellite introduced to our constellation, the last needed to bring M-code to full operational capability.”

    Improvements include increased signal protection, L1C signal interoperability, and the newest civilian signal, L5. As a crucial technological foundation for internet, financial, transportation and agricultural operations, GPS delivers the gold standard in positioning, navigation and timing services supporting U.S. and allied operations worldwide.

    With GPS III SV01 and SV02 now on orbit, GPS III satellites continue to roll off the production line at Lockheed Martin’s GPS III Processing Facility near Denver.

    Johnathon Caldwell, Lockheed Martin Space’s vice president for navigation systems, provided GPS World with an update to the entire GPS III family.

    SV01. The first GPS III satellite is in a holding state pending readiness by 2SOPS [the Second Space Operations Squadron] to take the vehicle onto the system for operational checkout, a transfer expected to take place later this year, Caldwell explained. The satellite completed on-orbit testing in July.

    “We’re in the process of getting the 2SOPS crews trained up to operate a GPS III vehicle,” Caldwell said. “By the end of this year, they will be able to take [SV01] into the constellation and start flying it as a live, set-healthy vehicle.”

    SV02. Launched Aug. 22, SV02 is following in the footsteps of its older sibling, with a quiet checkout and no major findings. Like SV01, once it completes testing, it will stay in temporary holding until 2SOPS is ready to bring it into the constellation.

    SV03. On May 27, the Air Force declared SV03 available for launch. It is now in final preparations for shipment, with an expected launch date in January 2020 aboard a Falcon 9 rocket.

    SV04. The Air force declared SV04 available for launch; it is now in storage awaiting a launch date.

    SV05. The fifth satellite is wrapping up environmental tests. Lockheed Martin anticipates that it will be available for launch early next year.

    SV06. The satellite has been moved into the thermal vacuum testing chamber and begun a rigorous testing campaign before it meets the harsh environment of space.

    SV07, SV08 and SV09 are on the assembly line.

    GPS IIIF Satellites. In 2018, the Air Force selected Lockheed Martin to build up to 22 GPS IIIFs, adding new features and resiliency to the original GPS III satellite design. The company has been on the path to meet the critical design review for the GPS IIIF spacecraft, which is due to take place next spring.

    Harris Corporation delivers fifth GPS III satellite navigation payload

    Harris Corporation has provided Lockheed Martin with its fifth of 10 advanced navigation payloads contracted for the U.S. Air Force GPS III satellite program.

    The GPS III navigation payload features a Mission Data Unit (MDU) with a 70-percent digital design that links atomic clocks, radiation-hardened computers and powerful transmitters — enabling signals three times more accurate than those on current GPS satellites, the company said.

    The payload also boosts satellite signal power, increases jamming resistance by eight times and helps extend the satellite’s lifespan.

    Lockheed Martin successfully integrated the navigation payload into the fifth GPS III space vehicle (GPS III SV05). Harris is committed to delivering three more payloads by the first quarter of calendar year 2019 for GPS III SVs 06-08.

    Four navigation payloads have already been fully integrated on GPS III SV01-SV04. In September 2017, the Air Force declared the first GPS III satellite Available for Launch (AFL) with launch expected later in 2018.

    In December 2017, GPS III SV02 completed rigorous thermal vacuum testing and is expected to be declared AFL this summer. GPS III SV03 and SV04 are expected to undergo environmental testing this year.

    In November 2017, Harris announced that it completed development of an even more-powerful, fully digital MDU for the Air Force’s GPS III Follow On (GPS IIIF) program. The new GPS IIIF payload design will further enhance the satellite’s capabilities and performance for the Air Force.
