    GNSS researchers presented hundreds of papers at the 2022 Institute of Navigation (ION) GNSS+ conference, which took place Sept. 19–23 in Denver, Colorado, and virtually. The following five papers focused on lunar and space applications. The papers are available now.

    MTO Navigation Using Lunar Signals

    The moon transfer orbit (MTO) is becoming increasingly important as several national space agencies are planning moon exploration soon, with projects such as NASA’s Artemis. In previous research, the GPS navigation accuracy on the MTO reached 200 m at the moon altitude by using GPS signals emitted from the far side of Earth. As accuracy on a low-Earth orbit (LEO) using GPS is a few meters, 200 m accuracy is not accurate enough to support lunar exploration. The deterioration of accuracy is due to the poor geometry of the GPS satellites that became visible from the MTO.

    The authors want to achieve an accuracy of less than 100 m in MTO by using other navigation sources, including the lunar navigation satellite system (LNSS) to be deployed in the moon’s orbit. The LNSS signals will come from the far side of the moon, similar to the signals of GPS satellites coming from the opposite side of Earth. Its satellites will be pointed towards the moon to provide positioning, navigation and timing services on the moon surface, especially at the lunar South Pole region

    The researchers have been conducting the simulation evaluation for the MTO navigation accuracy using signals coming from the moon and assume that these signals will be emitted from beacons on the moon surface or the LNSS.

    Designing the Smallsat-Based LNCSS

    There is growing interest in the use of a smallsat platform for the future lunar navigation and communication satellite system (LNCSS); however, many design considerations are not finalized for the smallsat-based LNCSS, such as choice of the satellite clock, satellite orbital parameters and the constellation size.
    Using the Systems Tool Kit simulation software, the authors examined various LNCSS constellation case studies based in elliptical lunar frozen orbit and with a low-grade chip-scale atomic clock.

    They evaluated case studies of navigation design considerations including position and timing accuracy, lunar user equivalent ranging error, and dilution of precision. As for case studies of communications design considerations, the authors examined daily data volume, availability and data rate. Finally, they examined smallsat factors including the cost, size, weight and power of the satellite payload.

    The paper includes trade-off analysis in satisfying the preliminary design criteria outlined by international space agencies and commercial space companies.

    Developing an SDR for Space

    A geostationary satellite (GEO) equipped with the satellite-based augmentation system (SBAS) function has a transmitter for GNSS correction signals at the L1 and L5 bands. This transmitter could interfere with the GNSS space service volume (SSV) receiver in the same satellite, so L1 and L5 signals cannot be used for the GEO SBAS satellite. However, the use of GPS L2C signals can be an alternative.

    The authors of this paper present the development of a GPS L2C signal generator for the SSV in GEO simulation. They present the simulation process for GEO satellites and the structure of the GPS L2C signal generator.

    In this study, a verification through the receiver test with a GNSS software-defined receiver is included to show the possibility of the designed signal simulator. The validation is performed by analyzing the programmable system device, the results of the acquisition, code/carrier tracking, and the C/N0 estimation.

    Differential Positioning on the Moon

    This paper introduces a new concept of delivering the pseudorange correction calculated at a reference station on the lunar surface, as a part of the lunar navigation satellite system (LNSS) navigation message. The concept enables LNSS users to apply differential positioning using pseudorange correction without adding new hardware to their receivers.

    The authors propose the differential positioning technique to reduce the signal-in-space range error of LNSS satellites and the coordinate transformation errors from Earth-centered fixed frame to lunar reference frame — the dominant errors in satellite positioning by LNSS.

    The proposed reference station is equipped with instruments to externally estimate its own position relative to the lunar reference frame. The user on the lunar surface would then perform differential positioning using the station coordinate and pseudorange correction obtained at the reference station.
    In this study, the simulation results using eight elliptical lunar frozen orbit satellites show that the real-mean-squared values for both horizontal and vertical positioning errors with differential correction are reduced to 1/10 of those without differential correction, even at 10 degrees latitude from the reference station at the lunar South Pole.

    GEO Precise Orbit Determination

    Using GPS in satellites in geostationary (GEO) orbits provides advantages by improving position, velocity and timing data, reducing operating costs and providing autonomous orbit control for station keeping. This paper presents the result of the onboard data evaluation and precise orbit determination of an optical data-relay satellite (ODRS) using GPS L1 C/A code and carrier-phase observations for 74 days.

    As a result of precise orbit determination, the authors found that both code- and carrier-phase observations are affected by the ionospheric delay when signals pass through the plasmasphere located above the ionosphere.

    Several methods were implemented during this research to reduce the effect of the plasmasphere, including setting a higher cut-off altitude, applying correction sequences generated from orbit determination residuals, and applying a new observation noise model depending on the GPS off-nadir angle. Results show that the correction sequences and the new noise model improve the internal orbit consistency. The authors also found that the orbit bias in radial direction due to negatively biased carrier-phase observations is mitigated from –51 cm to –17 cm by setting a higher cut-off altitude and applying correction sequences.

    High precision GNSS rovers play a vital role in a broad variety of field surveying and mapping applications. Different users have different value propositions in mind when choosing field hardware and software: expected precision, sources of corrections, configurations for specific workflows, and, of course, cost. Weighing these many considerations, GNSS manufacturers have come up with portfolios of multiple models to fill these varied needs.

    That said, GNSS manufacturer Bad Elf took a different approach when it designed its flagship rover, the Bad Elf Flex. The Flex is designed to meet the cost-precision-workflow needs of everyone, from asset mappers to surveyors. (Hence the name “Flex.”) To inform the design of the Flex, Bad Elf listened to field users who wished for a scalable solution in a single rover, rather than having to buy multiple different models, and without breaking the bank.

    Options for the Infrequent User

    “I had one of the little Bad Elf GNSS surveyor handhelds for many years,” said Jason Schilling, wildlife biologist with Douglas County Public Utility District in central Washington State. “That worked great for rough mapping, between a foot and a meter of precision, and I could connect it via Bluetooth to mapping software on my mobile.”

    But this all changed when Schilling began an unmanned aerial system (UAS) program for the utility several years ago.

    “I really needed survey-level precision for ground control points to geolocate the images from the UAS,” said Schilling.

    He was aware of the high cost of centimeter-precision-capable surveying rovers and it was too big of an investment, considering that he only did UAS mapping a few times a month. As an existing Bad Elf customer on the company mailing list, Schilling learned about the new Flex rover, which offered multiple options, and he found one that seemed quite enticing for the needs of his utility.

    Schilling purchased a Flex Standard bundle at a low base price, about $3,000, with the pay-as-you-go plan for high precision. In the standard configuration, the Flex is capable of autonomous positioning (1–5 m), and mapping grade (sub-meter precisions) via free satellite-based augmentation services (SBAS), such as WAAS. But when the user activates a pre-purchased “token,” the full centimeter-precision capability, using external corrections, is enabled.

    “On the day of a UAS survey, we turn it on, activate a token from our account, and then we have 24 hours of high precision,” Schilling said. “It costs us $25 per day.”

    For two to three UAS surveys a month, this works out to far less over many years than the cost of buying a typical surveying rover.

    Correction Sources

    For real-time kinematic (RTK) corrections, Schilling connects via NTRIP to the statewide cooperative real-time network (RTN); sometimes in a network RTK mode (such as VRS) or single-base RTK to a nearby reference station on the same network. The Flex accommodates NTRIP connections to RTN or IP-enabled reference stations, but Bad Elf has added even more flexibility for corrections.

    In some scenarios there is no access to an RTN or no cell service (needed for NTRIP access). One option in these cases is to add a second Flex, set it up as an RTK base, and connect the base and rover via radios that Bad Elf offers.

    Bad Elf has added other options for corrections: the Bad Elf RTK service taps into a nationwide real-time network operated by Point One Navigation. This is accessible via NTRIP in the same manner as regional, state or local RTN, and is offered for a monthly fee. In addition, for situations where there is no RTN or cell service, a global precise point positioning (PPP) service (Atlas) can be enabled on the Flex.

    PPP differs from RTK/RTN in that it does not need the dense arrays of reference stations, or cell service to access. Instead, PPP derives very precise clock and orbit data from a global array of tracking stations and delivers this to the Flex via geostationary satellites. After a short convergence time, PPP from the Atlas service will yield 5 –10 cm precision over most of the globe.

    The City of Ellensburg, a college town and farming community in central Washington State, chose the Flex Extreme bundle for about $6,000 — the “full boat” configuration. The Extreme bundle enables all the add-on services all the time, eliminating the need for tokens. In their case, the frequency of use made the higher initial investment worthwhile.

    “We have big plans for our rovers,” said Brian Cortese, Engineering Tech/Inspector for the City of Ellensburg Public Works & Utilities.

    Ellensburg is a vibrant town that is attracting a lot of new development and it is being proactive in surveying and mapping assets as they are added or replaced.

    “We’re recording manholes and valves, sewer systems, storm water systems, irrigation, hydrants — everything that gets built in the city gets as-built surveyed,” Cortese said. “Precise, real-time positioning, it’s been a benefit to us already. We can go out before they work on the subgrade for new developments and take measurements, and then when they finish the subgrade and pave it, we can go back and locate those exact positions.”

    Ellensburg uses corrections from the statewide cooperative RTN. In fact, one of the RTN reference stations —also part of the NOAA National CORS Network — is right in the center of town atop the science building of Central Washington University. While the city does a wide variety of surveying and mapping, with the Flex and RTN corrections surveyors get the same centimeter-precision for everything they measure in the field.

    “We’ve done design projects with it,” Cortese said. “For instance, we recently took measurements in an area of downtown for a proposal by recording positions and elevations to develop a new park and entertainment area for the community. We are also marking Americans with Disabilities Act (ADA) ramps to meet federal specs out in the field — it’s been really handy for so many things.”

    Survey-Grade Rover

    To serve the full range of precision needs, the Flex had to be designed as a survey-grade rover. It has a full-constellation GNSS and RTK engine: GPS, GLONASS, Galileo, BeiDou, and support for other regional constellations. With more satellites in view, it can perform in sky-view-challenged locations, such as around buildings and under tree canopy.

    “Ellensburg is on the Tree City, USA list; our streets are very well lined with a variety of trees, which is also where a lot of our utilities are and development is going on,” Cortese said. “We have been able to get good precisions in and around those trees. Actually, someone on our staff is taking an inventory of the trees with the Flex and loading the data directly into ArcGIS.”

    Even in the more rural areas of Grant County that enjoy a lot of open sky, Schilling said, some areas planned for mapping are along upper tributaries and in the hills with a lot of tree coverage. He said the Flex has performed well in those areas.

    Choices

    The Flex offers these options and combinations:

    • Flex Extreme. Full survey-grade rover that can use a variety of correction types.
    • Base-Rover RTK. Two Flex Extreme units connected via radio.
    • External RTN/RTK corrections via NTRIP.
    • Bad Elf RTK Service. Single-tap access to a nationwide RTK corrections service.
    • PPP service. Atlas PPP corrections via L-band geostationary satellites.
    • Flex Standard. Pay-as-you-go high-precision-enabled service using tokens.
    • Static Logging. Observation file logging for post-processing (supported by Flex Extreme).
    • Compatibility with multiple field-mapping software applications.

    While many modern GNSS rover systems support one or more options similar to those listed above, Bad Elf’s Flex supports all of them, making it capable of a wide variety of applications.

    GMV joins Lockheed in SouthPAN development

    Multinational technology firm GMV has signed an agreement with Lockheed Martin Corporation to develop the processing and control centers for the Southern Positioning Augmentation Network system (SouthPAN). Lockheed is contracted to establish SouthPAN.

    The project is a joint initiative of the Australian and New Zealand governments to provide a satellite-based augmentation system (SBAS) for navigation and precise point positioning (PPP) services. GMV will also be responsible for monitoring both of these services in the region and for ensuring compliance with the committed performance levels.

    SBAS and PPP systems have applications in industries as diverse as agriculture and road, air, maritime and rail transportation, as well as in the field of geomatics. SouthPAN is expected to accelerate development of applications in these areas.

    SouthPAN is also the first system with these characteristics available in the Southern Hemisphere. With this new program, Australia and New Zealand will be contributing to improved global coverage and interoperability for services of this type, joining the list of countries and regions that already have their own SBAS system: the United States (WAAS), Europe (EGNOS), India (GAGAN) and Japan (MSAS).

    On Sept. 26, two weeks after the agreement was signed, the first services were provided by activating transmission of the system’s first signals. This was a significant milestone, because SouthPAN is the first project where an industry consortium provides an SBAS as a service, rather than as a turnkey system.

    GMV’s role

    GMV will be responsible for developing two key subsystems for SouthPAN: the Corrections Processing Facility and the Ground Control Center. The company will also be responsible for monitoring the system and ensuring it complies with the committed performance levels.

    GMV also will provide support for the system’s operation and maintenance.

    Corrections Processing Facility. The facility generates correction messages for signals transmitted by GPS and Galileo, improving precision for users by improving accuracy to as little as 10 centimeters.

    The facility also detects malfunctions in the satellites and generates warnings for users. This will allow use of SouthPAN by civilian aircraft as a navigation system during various flight operations, including precision approaches to runways for landing.

    Safety-of-life services such as these will be available in 2028.

    Ground Control Center. The control center remains in operation 24 hours a day seven days a week, and will perform all the functions needed to monitor and control the system. It will also provide information to users about the system’s operation and availability of services.

    In Australia, SouthPAN development, entry into service and operation are being supervised by Geoscience Australia in collaboration with Toitū Te Whenua Land Information New Zealand.

    In 2020, the two agencies signed the Australia New Zealand Science, Research and Innovation Cooperation Agreement (ANZSRICA). Over the next 20 years, the Australian government will be contributing 1.4 billion Australian dollars to the SouthPAN project.

    QZSS logoJapan’s Quasi-Zenith Satellite System (QZSS) CLAS received a major enhancement on Nov. 30. QZSS CLAS (centimeter-level augmentation service) is the satellite-based nationwide open PPP-RTK service in Japan, providing centimeter positioning accuracy within one minute.

    With the introduction of a new, highly efficient atmospheric correction message, the number of available satellites will be increased to 17 for those using CLAS. GPS, Galileo and QZS satellites in view will be corrected by the QZS L6 signal.

    “The performance is expected be improved considerably, especially in urban areas,” said Rui Hirokawa, the deputy general manager, Space Systems Department of Mitsubishi Electric Corporation, Kamakura Works, in an email to GPS World.

    Compact SSR — a highly efficient RTCM-compatible open specification for PPP/PPP-RTK — is applied to QZS CLAS. Compact SSR is accepted as a PPP-RTK standard in the 3GPP LTE positioning protocol (LPP) and the mobile communication standard for LTE/5G, with plans for it to be applied to the Galileo High-Accuracy Service (HAS).

    Since July 1, CLAS has been broadcasting a trial signal compliant with IS-QZSS-L6-003 using the L6D signal of QZS-3, which increases the number of augmented satellites to a maximum of 17 for more stable positioning accuracy.

    On Nov. 30 (JST), the official broadcast of the augmentation information began from all four QZS satellites (QZS-1, 2, 3 and 4).

    To continue using CLAS after Nov. 30, it may be necessary to update the receiver’s F/W to comply with IS-QZSS-L6-003. Please contact the manufacturer of the CLAS receiver for further information. Read more in this National Space Policy Secretariat notice.

    Geoscience Australia is seeking a prime contractor for a new satellite-based augmentation system (SBAS) that Australia and New Zealand have committed to implement.

    The SBAS will improve position, navigation and timing (PNT) capabilities to end-users in Australia and New Zealand.

    The system, which will be called the Southern Positioning Augmentation Network, will augment standard positioning capability provided by GPS and Galileo across all of Australia and New Zealand, with expected user applications in agriculture, construction, resources, utilities and other industries; with decimeter accuracy.

    It will also support the aviation and road transport sectors, which have requirements for high-integrity positioning data with sub-meter level accuracy, Geoscience Australia said.

    Full operational capability will require a number of satellite payloads in geostationary orbit needed to broadcast data to users. These may be hosted payloads rather than dedicated SBAS satellites, Geoscience Australia added.

    This procurement process is administered by Geoscience Australia and is undertaken for the benefit of Geoscience Australia and its New Zealand counterpart, Land Information New Zealand.

    The European Geostationary Navigation Overlay Service (EGNOS), a satellite-based augmentation system (SBAS), provides corrections and integrity information to GPS signals over Europe and is fully interoperable with other SBAS such as North America’s WAAS. Among its services is the internet-based EGNOS Data Access Service (EDAS).

    EDAS gathers raw data from GPS, GLONASS and EGNOS GEO satellites collected by receivers at approximately 40 EGNOS ground stations distributed over Europe and North Africa. EDAS reformats and disseminates GNSS data in real time and through an FTP archive to EDAS users and service providers.

    Additionally, EDAS provides differential GNSS corrections to the GPS and GLONASS satellites in view by the EGNOS system network through its Ntrip service.

    The tests summarized in this article focused on the EDAS Ntrip Service, which can be used for differential positioning. An earlier test near Seville, Spain, concluded that these corrections could support pass-to-pass accuracies in the order of 20 centimeters in a consistent manner and with a high degree of repeatability.

    To assess EDAS performance validity for agriculture applications, two additional tests were done in Lisbon, Portugal, and York, UK. These locations provide diversity with respect to the Seville test, especially in terms of distance from the farm to the selected EGNOS reference station (≈320 km in York and 40 km in Lisbon, versus the 110 km baseline of the test in Seville) and also geographically. In all tests, a real-time kinematic solution operated in parallel to the EDAS DGPS solution to provide the required reference for the post-processing of the recorded data. Nine different runs with a total of 78 passes were performed in these two campaigns.

    Considering the results from the three tests, the pass-to-pass accuracy supported by EDAS DGPS corrections was below 10 cm for more than 60% of passes and below 20 cm for more than 85 percent of the passes. These figures exceed the earlier results and confirm that EDAS DGPS corrections can deliver pass-to-pass accuracies in the order of 10 to 20 cm in a consistent manner.

    The stability of the results and the very good pass-to-pass accuracy levels observed in the York scenario, where baselines larger than 300 km were tested, deserve highlighting. For grain and dry soil cultivation, at least 1 meter (95th percentile) of absolute horizontal accuracy is required. It can be assumed that, within the area where EDAS DGPS supports sub-meter horizontal accuracies (up to 260 km from the selected EGNOS station, according to previous studies), EDAS DGPS corrections can also support pass-to-pass accuracies in the order of 10-20 cm.

    Such performance levels are considered to be appropriate for most grain farm operations. In particular, the observed performance is sufficient to support the following precision agriculture applications:

    • Spraying/spreading of any crop type.
    • Tilling of grain.
    • Harvesting of grain.

  • UK Space Agency Awards SBAS Africa Contract to Avanti

    Avanti Communications has been appointed by the UK Space Agency to deliver a crucial air navigation project in Africa, SBAS-AFRICA. The satellite operator has been awarded the contract under the agency’s International Partnership Space Programme (IPSP), which exists to open up opportunities for the UK space sector to share expertise in real-world satellite technology and services overseas.

    Africa has just 3 percent of global air traffic, and yet air accidents in Africa account for roughly 20 percent of the worldwide total. By demonstrating potential improvements in flight safety via SBAS technologies, the project can provide socio-economic benefits to the continent, according to a news release from Avanti.

    Based on prior cost-benefit modeling which identified a €1.7 billion potential economic benefit to the African aviation sector from the deployment of SBAS services, SBAS-AFRICA will help accelerate the adoption of GNSS-based flight operations, positively influence the evolution of aviation safety in Africa and encourage development in the wider African economy.

    SBAS-AFRICA will deliver a satellite-based augmentation system for GNSS-based operations in the aviation sector, serving significant parts of Africa in partnership with a number of local stakeholders. The project will use a unique asset, Avanti’s ARTEMIS L1 Navigation transponder, to provide a navigation data broadcast service.

    SBAS-AFRICA brings an innovative and pragmatic approach to deploying SBAS services in Africa,” said Matthew O’Connor, Chief Operating Officer at Avanti Communications. “It establishes crucial collaboration between the UK and a number of African countries, including South Africa and Ghana. Participating countries will benefit hugely from expertise gained, placing them at the forefront of navigation services across the continent and, crucially, helping to improve aviation safety for a major generator of economic benefit in Africa.”

    He continued, “The Artemis satellite will play an integral role in this project. We expect that such a showcase for its performance, accuracy and quality will provide further evidence of what can be achieved with this technology and lead to significant commercial opportunities.”

  • Launch of IRNSS-1D Now Set for Saturday

    The launch of India’s fourth Navigation Satellite, IRNSS-1D, is now scheduled for 17:19 IST (11:49 UTC) on Saturday, March 28, from Satish Dhawan Space Centre, Sriharikota.

    The launch was previously scheduled for March 9, then postponed until March 29 to replace a faulty telemetry transmitter on the satellite, according to the Indian Space Research Organization.

    IRNSS-1D will be fourth in the seven-spacecraft Indian Regional Navigation Satellite System constellation. It will be flown into space in the Indian Polar Satellite Launch Vehicle-XL.

    The space segment of the IRNSS consists of seven satellites: three  in geostationary orbit and four in inclined geosynchronous orbit. The ground segment consists of infrastructure for controlling, tracking and other facilities. The entire IRNSS constellation of seven satellites is planned to be completed by 2015.

    Both IRNSS-1A and 1B are functioning satisfactorily from their designated geosynchronous orbital positions. The first three satellites in the IRNSS series were launched from Sriharikota on July 1, 2013, April 4, 2014, and October 16, 2014. IRNSS-1E and IRNSS-1F satellites are expected to be launched before year end.

    IRNSS is an independent regional navigation satellite system designed to provide position information in the Indian region and 1,500 kilometers around the Indian mainland. IRNSS will provide two types of service: Standard Positioning Services (SPS) — provided to all users — and Restricted Services (RS), provided to authorized users.

    Plans to harness Galileo and other satnav systems for next-generation satellite augmentation systems for aviation and other high-performance uses took a significant step forward at the latest gathering of worldwide operators and experts, reports the European Space Agency.

    Satellite augmentation systems combine additional ground stations and satellite transponders to sharpen satnav accuracy and reliability across given geographical regions — based on the U.S. GPS for now, but with plans to move to a multi-constellation design additionally employing Europe’s Galileo, China’s BeiDou, and Russia’s GLONASS systems in the post-2020 era.

    The 26th Satellite Based Augmentation Systems (SBAS) Interoperability Working Group (IWG) took place in New Delhi, India on February 5–7.

    Among its achievements was to converge on a standard message definition for one of the channels — known as L5 — of the planned second-generation SBAS systems, which will utilize dual-frequency, multi-constellation signals.

    “Two solutions had been put forward, one by ESA based on work by European industry and one from the U.S. Federal Aviation Administration and Stanford University,” explains ESA’s Didier Flament, co-chair of the IWG.

    “A single definition coordinated between both bodies has been presented, combining the benefits of both solutions. The formal IWG review and approval loop has now been started with the objective of finalizing it for September’s IWG meeting.

    “The aim is to have it ready to submit to the official international SBAS standardization bodies — the International Civil Aviation Organization and the Radio Technical Commission for Aeronautics — as soon as October.”

    The meeting also marked the significant progress made by Indian’s own SBAS system GAGAN, which underwent its final stability test last summer, followed by its safety certification in December.

    At this point GAGAN was declared certified for non-precision approach users , followed by its safety-of-life service being formally offered to civil aviation users on 14 February.

    GAGAN has been jointly undertaken by the AAI and the Indian Space Research Organisation, intended to provide improved accuracy, availability and integrity necessary to enable users to rely on satnav signals for all phases of flight – from en route as well as approach to all qualified airports within the GAGAN service area.

    SBAS services worldwide

    GPS has an accuracy of 5–10 meters. Across Europe, that accuracy is sharpened to 1–2 meters through EGNOS, an operational precursor to Europe’s Galileo global satnav system.

    GAGAN is the fourth certified SBAS to enter servicer worldwide. Europe has the European Geostationary Navigation Overlay Service (EGNOS), which was designed and built by ESA then turned over for operation by the European Satellite Service Provider, ESSP, overseen by the European Global Navigation Satellite System Agency  (GSA) — both of whom also participated in the meeting. ESA retains responsibility for the future evolution of EGNOS.

    The U.S. has the Wide Area Augmentation System (WAAS), developed and operated by the Federal Aviation Administration, with an extension over Canada called CWAAS (Canadian WAAS). WAAS celebrated its 10th anniversary of operational life last July.

    Japan has the Multi-functional Satellite Augmentation System (MSAS), developed and operated by Japan’s Civil Aviation Bureau. Japan is currently discussing plans to merge this capability with their new home-grown satnav system, QZSS.

    Along with GAGAN, the meeting also covered the progress made by the other SBAS systems under definition or development — the Russian SDCM, Chinese SNAS and Korean K-SBAS.

    The follow-up IWG meeting is due to take place in September in Tampa, Florida.

    Tackling ionospheric interference

    The New Delhi IWG took place concurrently with a related meeting, the ICAO’s 4th Ionospheric Study Task Force. This group has been tasked with the objective of developing region-specific models of ionospheric models to compensate for satnav signal interference or loss.

    The ionosphere, the electrically sensitive outer shell of Earth’s atmosphere, can be perturbed by solar activity. And because satnav signals pass from space by Earth they can then be disrupted in turn. Equatorial regions see the greatest disturbance, including signal delay or ‘scintillations’ making signals unstable.

    The aim is to develop reliable ionospheric models to compensate for these effects, particularly for equatorial SBAS regions, such as India. ESA is contributing with data from its worldwide Monitor network, gathering data to improve future EGNOS performance and potentially support further geographical extension.

    Comparing current worldwide SBAS coverage – based on WAAS, EGNOS and MSAS – to the situation envisaged for 2020–25: near-global coverage based on WAAS, EGNOS, MAAS, SDCM and GAGAN, with an expanded network of stations in the southern hemisphere, based on a common dual-frequency/dual satnav standard being finalized by the SBAS IWG.

    Roscosmos is conducting further tests on the launch vehicle for the SES-5 satellite, and have postponed the launch for two days. The new launch date is Monday, July 9, with an approximate launch time of 18:24 UTC.

    The launch of SES-5 from the Baikonur Cosmodrome, originally scheduled for June 18, was first rescheduled to July 7 due to a problem with a first stage subsystem on the Proton launch vehicle.

    SES-5 is also known as Sirius 5 stemming from the development of the Sirius satellite constellation by Nordic Satellite AB, now ownded by Luxembourg's SES. The satellite carries a transponder for the European Geostationary Navigation Overlay Service (EGNOS). The transponder is intended to eventually replace or supplement one of those on the currently used EGNOS satellites (Inmarsat 3-F2 at 15.5 degrees west using PRN 120, Inmarsat-4-F2 at 25 degrees east using PRN 126, and Artemis at 21.5 degrees east using PRN124, and designated for industry tests).

    Unlike the present L1-only EGNOS satellites, SES-5 will have transponders on both the L1 and E5 frequencies similar to the setup on the Wide Area Augmentation System satellites, which broadcast on L1 and L5.

    SES-5 is to be stationed at 5 degrees east longtiude. A second SES satellite with EGNOS transponders is under construction. The SES Astra 5B satellite is scheduled for launch in the second quarter of 2013 and will be positioned at SES Astra's 31.5 degrees east orbital position.

    Role Switch. On March 22 and 23, Inmarsat-4-F2 at 25 degrees east using PRN126 and Artemis at 21.5 degrees east using PRN124 switched roles. PRN126 became an EGNOS operational signal-in-space satellite while PRN124 became the test satellite, transmitting message type 0. PRN120 and PRN126 returned to service around 17:00 UTC on Tuesday, June 26.

    According to an EGNOS service announcement dated April 3, the switch was due to the aging state of the Artemis satellite.

  • GSA Begins Preparations for Future EGNOS Services

    The European GNSS Agency (GSA) Wednesday published a contract notice in the Official Journal of the European Union inviting operators to bid for the provision of EGNOS services over the 2014-2021 period. This contract will consist in operating, maintaining and upgrading the EGNOS system infrastructure, and ensuring the continuous and safe provision of the three services offered by EGNOS.
     
    The new EGNOS service provision contract is planned to be awarded in 2013 and is aimed at guaranteeing the provision of EGNOS services for eight years starting on January 1, 2014, without service interruption. The future EGNOS operator shall become certified for provision of the EGNOS services according to the Single European Sky (SES) regulation. The requests to participate shall be transmitted to the GSA by July 16 and the deadline for submission of initial tenders is expected to be in November 2012.
     
    The GSA is carrying out this procurement on behalf of the European Commission and is expected to become responsible for the management of EGNOS from 2014.

    The European Geostationary Navigation Overlay Service (EGNOS) improves the accuracy of GPS by using 34 ranging and integrity monitoring stations (RIMS) that receive signals from the U.S. GPS satellites. Four mission control centers handle data processing and differential corrections counting and six navigation land earth stations manage accuracy and reliability data for sending to the three geostationary satellite transponders for relay to end-user devices.

    EGNOS offers 3 services:

    1. Open Service: free and open for anyone with an EGNOS-enabled GPS device.
    2. Safety-of-life Service: provides an integrity message warning the user of any malfunction of the GPS signal in 6 seconds. This is essential when satellite navigation is used for applications where lives are at stake. EGNOS was certified for civil aviation in 2011.
    3. The EGNOS Data Access Service (EDAS): provides EGNOS information in real time over the internet.

    EGNOS is the first pan-European satellite navigation system. Similar services are provided in North America by the Wide Area Augmentation System (WAAS) and in Japan by the Multifunctional Satellite Augmentation System (MSAS).
