    NextNav has successfully tested its positioning and timing solution that combines the company’s assured position, navigation and timing (PNT) TerraPoiNT system with existing LTE and 5G network signals. The test, which took place in San Jose, California, demonstrated how TerraPoiNT signals can be integrated with existing cellular signals to deliver accurate 3D positioning and timing information that is not reliant on GPS and GNSS signals.

    Using dedicated terrestrial transmitters and LTE/5G signals, NextNav’s system delivers accurate and reliable 3D positioning and timing information and can augment or complement GPS in places where GPS signals may not be available. Integrating TerraPoiNT with LTE and 5G signals provides a rapid and cost-effective approach to scaling resilient PNT solutions in GPS-denied environments.

    NextNav has launched the first European commercial testbed for its high accuracy Pinnacle vertical location technology. Operating in Paris, France, the testbed will demonstrate the benefits Pinnacle can bring to local emergency response agencies and integration with applications and devices from existing NextNav partners.

    Available across the United States in more than 4,400 cities and towns, and currently being deployed across Japan, Pinnacle technology provides z-axis data and has been demonstrated in independent testing to deliver 94% accuracy.

    The announcement of a testbed in France comes after the release of a recent European Joint Research Centre (JRC) report, which highlighted NextNav’s accuracy in providing floor-level vertical location in addition to its ability to provide a resilient layer for traditional GPS services.

    With a terrestrial-based system, NextNav aims to provide highly accurate 3D position, navigation, and timing (PNT) information — revolutionizing emergency services, logistics, telecommunications, and other sectors that rely on precise PNT and are otherwise vulnerable to GPS interference – an increasing concern across the region.

    The acquisition was completed Oct. 31 for $18 million.

    NextNav is based in McLean, Virginia, and Nestwave is located in based in Neuilly-sur-Seine, France. Nestwave provides advanced geolocation solutions to internet of things  (I0T) modem and digital signal processor vendors and end IoT users.

    Nestwave will adopt NextNav’s name and be integrated into existing TerraPoiNT engineering and technology efforts, with all Nestwave employees remaining with the company. Nestwave CEO Ambroise Popper will become NextNav’s vice president and general manager in France and is joining NextNav’s executive leadership team, while Nestwave CTO and Founder Rabih Chrabieh will serve as vice president of engineering.

    The combination of NextNav’s technology with Nestwave’s LTE/5G capabilities will allow NextNav to intelligently combine signals from existing terrestrial LTE/5G networks with its own highly synchronized TerraPoiNT system to deliver near nationwide resilient 3D position, navigation and timing (PNT) capabilities that contribute to dramatically lower deployment costs.

    The company serves markets including timing for critical infrastructure, aviation, automotive, IoT and other mass market applications sooner.

    “The acquisition of Nestwave presents a unique opportunity for NextNav to optimize further the use of its existing spectrum bandwidth, while contributing to a drastic decrease of our TerraPoiNT system’s future capital and operating expenditures,” said Ganesh Pattabiraman, NextNav co-founder and CEO.

    “By leveraging Nestwave’s unique technology and ambient LTE/5G waveform, NextNav can gain significant spectral efficiency, accelerate the availability of resilient PNT and release the underlying spectrum’s capacity for additional data-oriented services. An LTE/5G waveform also enables broader penetration of NextNav’s applications and technology across the handset and device ecosystem for all of its products and target markets,” Pattabiraman said.

    Pattabiraman continued, “Nestwave brings not only a physical presence in Europe, but also a team of professionals who have established strong relationships with European Union representatives that will be beneficial as we continue active conversations with government officials in the United States, Europe and globally over GPS/GNSS resilience.

    “The transaction is not expected to materially increase the company’s operational cash burn, and the lowered capital requirements will enable us to quickly scale our GPS resiliency capabilities in both the United States and global markets sooner than previously anticipated.”

    NextNav is partnering with CentralSquare Technologies, a public-sector technology company, to integrate z-axis vertical location capabilities into its computer-aided dispatch products and mobile suite of public safety software solutions.

    CentralSquare works with more than 75% of public safety agencies nationwide, including first responders, law enforcement, fire departments, emergency medical services and local governments, equipping them with real-time data and situational awareness to decrease emergency response times.

    By tapping into NextNav’s Pinnacle network, CentralSquare will be able to provide public safety agencies with critical vertical location data needed to precisely pinpoint the location of civilians in need of assistance during an emergency.

    The integration of Pinnacle into CentralSquare’s product suite will provide users with enhanced knowledge of the most efficient routes within multi-story buildings to further reduce response times.

    “Together with NextNav, we’re helping public safety agencies meet the needs of today’s dynamic world, particularly in densely populated urban cities,” said David Zolet, CEO of CentralSquare. “Adding z-axis enables our systems to not only derive location (x-axis and y-axis) but height (z-axis). This capability is the next logical step, decreasing emergency response times and ultimately helping to protect our communities and those that serve them.”

    CentralSquare’s partnership with NextNav further establishes the company as the market leader in public safety dispatch solutions with the addition of floor-level accurate z-axis location. Once deployed, CentralSquare will deliver z-axis visualization in a 3D view, bringing visualization to their agencies and clients’ first responders. Field trials of the technology will begin towards the end of the summer, with an initial rollout anticipated in the fall.

    The Pinnacle network delivers precise vertical location in 4,400 cities and towns, covering more than 90% of buildings greater than three stories in the United States, enabling better situational awareness for first responders. Earlier this year, a tier-one wireless carrier selected NextNav Pinnacle to bring z-axis capabilities to wireless 9-1-1 phone calls to enhance caller geolocation and emergency response outcomes.

    NextNav logoNextNav participated in the European Commission’s Joint Research Centre (JRC) alternative positioning, navigation and timing (APNT) evaluation in Ispra, Italy. At the trial, NextNav showcased an alternative PNT backup to GNSS, TerraPoiNT.

    According to the JRC, the trial is analyzing the technologies “which could deliver positioning, and/or timing information, independently from GNSS, to be effective backup in the event of GNSS disruption, and if possible to be able to provide PNT in the environments where GNSS cannot be delivered.”

    The test furthers the European Union’s creation of a backup to GNSS and is intended to assess which technologies could strengthen and expand the European PNT capacity.

    PNT services are critical for the global economy, with studies estimating a contribution to the European GDP of approximately 10%. Today, GNSS services are the backbone of PNT, with an increasing role in new services and technologies, including car-sharing, autonomous vehicles, ship and aircraft navigation, smart logistics and precision agriculture.

    It’s About Time

    The timing capabilities of PNT are heavily utilized today by critical infrastructure, which is strategic from a commercial and societal perspective, including telecom, energy, finance and transportation. Published studies estimated economic losses of around 1 billion EUR per day if GNSS were unavailable.

    NextNav’s TerraPoiNT trial focused on measuring the precision of timing delivery across alternate timing sources to better understand performance in GNSS-free environments — including instances of outages, spoofing and jamming. As a part of the trial, NextNav also demonstrated its capabilities in providing both indoor and outdoor z-axis vertical location.

    TerraPoiNT is a system for assured PNT that uses terrestrial transmitters deployed around a service area to triangulate the location of a device. Unlike national space-based systems, the proximity of NextNav’s transmitters makes the signal strength 100,000 times that of GPS.

    “The trials are part of the global trend to develop a resilience layer to space-based GPS/GNSS systems that is more secure and available,” said Ganesh Pattabiraman, NextNav CEO. “We are redefining the capabilities of APNT technologies and look forward to working with the European Commission on furthering these initiatives to build a GNSS backup layer that can deliver highly precise PNT across use-cases.”

    Trials for U.S., Europe

    The U.S. and countries across Europe continue to invest in both understanding and taking steps towards creating a resilient PNT layer in each nation. Participation in the JRC trial builds upon the recent evaluation of APNT technologies in the United States, including a 2021 U.S. Department of Transportation report, where TerraPoiNT was found to be the best performing APNT solution across use cases.

    Further, NextNav recently created an APNT testbed in the San Francisco Bay area that was developed as part of a U.S. Department of Homeland Security demonstration used to evaluate the precision and resilience of NextNav’s TerraPoiNT network.

    The JRC is expected to report results from the evaluation this spring.

    NextNav’s Pinnacle 911 will deliver Z-axis capabilities with floor-level accuracy for wireless 911 calls in more than 4,400 cities and towns across the United States.

    NextNav has entered into an agreement with one of the nation’s largest wireless carriers, not yet named, to deliver vertical location for Enhanced 911 (E911), using NextNav’s Pinnacle 911.

    Pinnacle 911 leverages the barometric sensors already available in phones, tablets and other devices to deliver “floor-level” altitude measurements that exceed the FCC mandate for 3-meter accuracy. The Pinnacle service compares device data to local conditions, subtracting the weather and other factors to leave behind a highly accurate altitude measurement.

    NextNav altitude stations create a hyperlocal model of environmental conditions. The precisely surveyed, high-density network delivers “floor level” real-time altitude data nationwide.

    NextNav’s dedicated, managed network makes Pinnacle available throughout metropolitan areas, providing comprehensive coverage that scales to meet a variety of use cases.

    The delivery of vertical location to public safety answering points (PSAPs) nationwide will improve emergency response in the United States. It enables first responders to accurately locate wireless 911 callers in multi-story buildings, enhancing both safety and response times, and helping to save lives.

    With NextNav’s Pinnacle 911 reaching more than 4,400 cities and towns in the United States, including 90% of buildings above three stories, implementation of the service will exceed the Federal Communication Commission’s (FCC) Z-axis requirement for nationwide E911.

    “For over two decades, one of public safety’s key needs has been 3D geolocation information — especially floor-level vertical location,” said Ganesh Pattabiraman, CEO of NextNav. “Partnering with one of the nation’s largest wireless carriers to deliver precise, Z-axis information will not only improve geolocation information for PSAPs, but save lives by reducing emergency response times by more than 80%.     In an independent evaluation by the Cellular Telecommunications and Internet Association commissioned by the FCC, Pinnacle was able to deliver floor-level accuracy (defined as ±3 m) 94% of the time, consistently exceeding the 80% benchmark set by the FCC.

    NextNav’s Pinnacle service enables applications and technologies that rely on precise altitude data across industries, including public safety, mobile apps and gaming, lone worker tracking as well as out-of-home retail experiences.

    NextNav’s extensive list of existing partners and customers includes AT&T FirstNet, Intrepid Networks, 3am, TRX Systems, Qualcomm, Bosch, Unity and Unreal Engine.

    Technology evaluation capabilities inaugurated in demonstration for U.S. Department of Homeland Seurity

    NextNav and Satelles Inc. have partnered on an alternative positioning, navigation and timing (PNT) testbed in the San Francisco Bay area.

    Designed and managed by NextNav with a timing source from Satelles, the testbed creates scenarios and conditions to rigorously test the precision and resilience of alternative PNT solutions, allowing technologies to be evaluated in the absence of signals from GPS and other GNSS.

    NextNav used the testbed to demonstrate the precision and resilience of the company’s TerraPoiNT network in a GPS-denied environment using STL from Satelles as its absolute timing source. This demonstration for the U.S. Department of Homeland Security (DHS) showcased the timing accuracy and resilience of TerraPoiNT, which delivered timing synchronization better than 50 nanoseconds in urban and semi-urban settings.

    As a source of GPS/GNSS-independent time that the U.S. National Institute of Standards and Technology (NIST) determined is highly consistent with Coordinated Universal Time (UTC) — including in deep indoor environments — STL provided the timing signal for the demo instead of GPS.

    The advent of the alternative PNT testbed is timely given the recent publication of “Understanding Vulnerabilities of Positioning, Navigation, and Timing” by the Cybersecurity and Infrastructure Security Agency (part of DHS). This important CISA publication urges owners and operators of critical infrastructure to adopt the responsible use of PNT as defined in Executive Order 13905. The new testbed will be used to demonstrate applications for emergency services, telecommunications, financial markets, the electrical grid, and other critical infrastructure sectors.

    “Demonstrating the accuracy and resilience of alternative PNT solutions is integral in validating the capabilities of alternative PNT solutions and, ultimately, increasing adoption across use cases and applications,” said Ashu Pande, TerraPoiNT VP at NextNav. “With the development of this testbed, we can emulate real world deployment scenarios and can more effectively instill confidence across the PNT industry in the viability of alternate PNT solutions.”

    The U.S. Department of Transportation categorized TerraPoiNT from NextNav and STL from Satelles as the top-ranked PNT systems in its technology demonstration report released in January. The testbed collaboration between these complementary alternative PNT service providers underscores the companies’ commitment to promoting the adoption of multiple technologies that complement and augment GPS/GNSS to protect the operations of critical infrastructure.

    NextNav demos GPS-free PNT network for critical infrastructure

    The trial for the U.S. Department of Homeland Security showcases the precise, resilient timing capabilities of NextNav’s TerraPoiNT service in the event GPS is unavailable.

    NextNav has successfully demonstrated the timing precision and resilience of its terrestrial positioning, navigation and timing (PNT) system, TerraPoiNT, in a recent evaluation by the Science and Technology Directorate of the Department of Homeland Security (DHS S&T).

    The trial tested the timing redundancy of the TerraPoiNT system in a number of scenarios, including instances of GPS outages, spoofing and jamming. It validates TerraPoiNT’s capabilities as a terrestrial, GPS-free network capable of powering critical national infrastructure in the event of GPS failure.

    During a simulated 72-hour GPS outage, the TerraPoiNT service was able to deliver a timing accuracy better than 50 nanosecond in urban and semi-urban environments, successfully meeting timing requirements for various applications including 5G networks, the synchronization of the power grid, and more.

    In addition, TerraPoiNT provided precise timing and redundancy utilizing two alternate absolute timing sources — atomic clock (Cesium/Rb) and LEO satellite (Satelles).

    “GPS is critical infrastructure, but it has its limitations,” said Ganesh Pattabiraman, co-founder and CEO of NextNav. “In working with DHS S&T, we’ve validated that TerraPoiNT can serve as an important backup to GPS and ensure the resilience and continuity of our nation’s most critical systems, including next-generation telecommunications networks, financial services, and power grids.”

    Satelles STL

    STL from Satelles was one of two alternate absolute timing sources for the trial. Available today on a global basis, STL is a service that provides alternative PNT independent of GPS, supporting PNT-reliant applications such as 5G communications networks, high-frequency trading in financial markets, and electrical grids throughout the United States and around the world.

    “Satelles applauds NextNav for conducting a successful field demonstration of its resilient PNT service, and we were delighted to have played an instrumental part in the exhibition,” said Christina Riley, vice president of Commercial PNT.

    NextNav’s selection of STL to help demonstrate their own technology’s operation in the absence of GPS was a natural fit. That’s because earlier this year the U.S. National Institute of Standards and Technology (NIST) confirmed STL as an accurate and reliable source for the wide-area delivery of Coordinated Universal Time independent of GPS/GNSS.

    Previous TerraPoiNT evaluations

    The successful trial builds on recent evaluations of TerraPoiNT conducted by independent bodies. Earlier this year, the Department of Transportation (DOT) evaluated 11 alternate PNT solutions, in which each was rigorously tested across applications and scenarios. As a result of the evaluation, the DOT named TerraPoiNT the best and only performing solution across all PNT categories.

    Spartacus. In June, NextNav entered into a definitive merger agreement with Spartacus Acquisition Corporation in a transaction that would result in NextNav being listed on the Nasdaq. The transaction is expected to close late in the third quarter of 2021 or early in the fourth quarter of 2021, subject to satisfaction of customary closing conditions.

    NextNav logoGPS company NextNav and Spartacus Acquisition Corp, a special-purpose acquisition company, has entered into a definitive merger agreement that will result in NextNav becoming a public company. The combined company will be named NextNav Inc. Its common stock and warrants will be listed on the Nasdaq under the ticker symbol “NN” and “NNW”, respectively.

    Gross proceeds of up to $408 million from the business combination are expected to be used to fuel growth in its current businesses, continue to build NextNav’s next-generation GPS platform, expand products (one of which is already deployed in 4,400 cities), and to expand its land-based radio positioning and timing network.

    The NextNav platform serves a $100 billion global total addressable market in public safety, E911, mass-market consumer apps, eVTOLs, UAVs and autonomous vehicles, internet of things (IoT), critical infrastructure and other sectors. Beyond its technology and intellectual property, NextNav owns a portfolio of nationwide spectrum licenses for 2.4 billion MHz-PoPs of 900 MHz spectrum.

    Gary Parsons, former chairman of the board of Sirius XM Radio, has served as chairman of NextNav’s board of directors for the past 10 years and will continue in that role. Peter Aquino, chairman of the board and CEO of Spartacus, will also join the NextNav board upon closing of the business combination. Aquino has led several companies through fiber and wireless operations and network deployments, and the development of overlay technologies designed to drive new revenue streams.

    NextNav will continue to be led by Ganesh Pattabiraman, the company’s co-founder, CEO and president. Pattabiraman, who started at Qualcomm, has experience in building scalable location technologies using terrestrial and satellite-based technologies,

    In addition, the full NextNav management team — co-founder Arun Raghupathy, SVP of Engineering; Chris Gates, CFO; and David Knutson, SVP of Network Operations and Deployment — will continue to manage NextNav.

    Hogan Lovells is advising NextNav with corporate and finance partner Randy Segal and partners Adam Brown, John Duke, and Jessica Bisignano leading the team. Senior associates Michael Rogers and Liz Banks, and associate Chelsea Shrader assisted as well.

    Industry members, non-profit urge Congress to fund GPS alternatives

    In separate letters to members of the House of Representatives and the Senate, seven companies and a non-profit urged Congress to support alternative positioning, navigation and timing systems (PNT) with the “necessary funds and other appropriate policy tools.”

    Signing the letter were NextNav, UrsaNav, Satelles, Hellen Systems, OPNT, Orolia, Microchip, and the non-profit Resilient Navigation and Timing Foundation (RNTF).

    The letters focus on and endorse the system-of-systems approach outlined in the Department of Transportation’s (DOT) recent report to Congress on the results of its GPS Backup Technology Demonstration. The report found an adequate and robust American PNT system should include space-based L-band signals, low-frequency (LF) and ultra-high-frequency (UHS) signals, and fiber connections between the terrestrial LF and UHF transmitters.

    “Our country depends on GPS for critical infrastructure, and there is an urgent need for resiliency being built into our critical infrastructure. Before the report came out, some of us had different ideas of how the U.S. should go forward,” said Ganesh Pattabiraman, CEO of NextNav. “But the DOT report provided the data to make it very clear that it is a combination of technologies that need to come together to truly enable nationwide backup to GPS, and it was good to see we could get industry alignment on the findings.”

    The letters describe many of the threats to GPS, both natural and malicious; its vulnerabilities; and the dire consequences of disruptions. They go on to state that robust, more reliable PNT is needed for emerging and future systems like E911, 5G, resilient electrical grids, drones and other automated systems.

    Monty Johnson, CEO of OPNT, a provider of time-over-fiber services, praised the findings of the DOT report. “The key to resilience and reliability in a system-of-systems is including technologies that deliver the same information using starkly different means. It is hard to imagine a combination of technologies that are more diverse than fiber, satellites, LF and UHF.”

    According to Pattabiraman, the signers of the letter agree that the DOT report made clear that there are mature technologies available today that can address the GPS backup issue. DOT and Congress now have the data to act to enable a much-needed resilient infrastructure for the country.

    Dana A. Goward, president of the non-profit RNT Foundation, agreed. He also observed that deciding on the technologies and congressional funding were important, but only first steps. “The goal of this effort is not to just implement systems,” he said. “it’s to make America safer. Establishing the services quickly and efficiently will be key, as will ensuring they are widely adopted.”

    “Protecting the nation from the consequences of a space-based PNT disruption will require that these systems be accessed and used by a wide variety of users from first responders and delivery services, to all forms of critical infrastructure,” Goward said. “This means the government will need to eliminate as many barriers to adoption as possible. One or more of these alternatives has to be available to every American. And a basic level of service has to be free, just like the GPS utility it is reinforcing. Fortunately, we estimate this can be done relatively inexpensively. It will be only a small fraction of the $1.7B we spent on GPS last year.”

    The alternative to making this relatively modest investment, according to Goward, is unacceptable.

    “There are lots of threats to GPS,” he said. “Take the sun for example. The most recent study I saw estimates a 70% chance solar activity will damage the GPS constellation in the next 30 years and a 20% chance it will destroy a big part of it. And the sun is just one of the threats we face. We can’t keep playing this kind of Russian Roulette with the fate of our nation. Especially when other countries like Russia and China have already taken steps to protect themselves with terrestrial systems.”

    Coalition gives voice to PNT companies seeking open-market approach to backing up GPS/GNSS for critical infrastructure

    Open PNT logoSeveral GNSS and positioning, navigation and timing (PNT) companies have joined forces to create a new lobbying group, the Open PNT Industry Alliance. Founding companies include InfiniDome, Iridium Communications, Jackson Labs Technologies, NAVSYS Corporation, NextNav, OPNT, Orolia, Qulsar, Satelles and Seven Solutions.

    In the United States, the coalition believes the Executive Order on “Strengthening National Resilience Through Responsible Use of Positioning, Navigation, and Timing Services,” issued in February 2020 begins the process for a national alternative PNT policy.

    The Open PNT Industry Alliance also agrees with the U.S. Department of Homeland Security’s findings and recommendations in its “Report on Positioning, Navigation, and Timing (PNT) Backup and Complementary Capabilities to the Global Positioning System (GPS)” submitted to the U.S. Congress in April.

    The report was criticized by some lawmakers for inaccuracies and lack of depth, but several companies whose solutions were referenced in the report defended it, and have now joined in creating this new alliance.

    The alliance expects to support similar initiatives in other countries.

    The coalition is designed to fortify economic and national security by supporting government efforts to accelerate the implementation of backup PNT capabilities for critical infrastructure. Other companies sharing these views are invited to join the alliance.


    The Open PNT Industry Alliance will be introduced in an Orolia PNT Coffee Talk webinar on Thursday, Dec. 17, at 10 a.m. EST.


    A serious problem facing nations around the world is that GPS and other GNSS are susceptible to inadvertent disruptions and deliberate attacks. Such incidents have the potential to impair or incapacitate communications networks, transportation systems, energy production and distribution platforms, financial services operations and other types of critical infrastructure.

    With the scope, complexity and severity of disruptions and attacks evolving continuously, the combination of wide-ranging PNT solutions and emerging technologies offers superior protection to current threats by providing a backup to GPS/GNSS and improving national resilience.

    “Multiple forms of alternative PNT deliver the broadest possible range of operational and performance characteristics to meet the diverse needs of applications across all industry sectors, plus they can better adapt to future threats than a single technology with its inherent vulnerabilities,” said Michael O’Connor, CEO of Satelles. “The mission of the Open PNT Industry Alliance is to promote open-market concepts that preserve industry’s long-term ability to harness its inventive talent to protect GPS/GNSS with multiple solutions that are technologically advanced, commercially viable, and based on a sustainable long-term funding framework.”

A principal purpose of the coalition is to stimulate and capitalize on the collective intellect of industry in a collaboration between the public sector and private sector.

    “The ingenuity of the private sector is spurred by competition and public and private investment, and this will drive the emergence of multiple GPS/GNSS alternatives that are cost-effective and evolve according to threat profiles, technological innovations, and market dynamics,” said Jean-Yves Courtois, CEO of Orolia. “Similarly, unbridled innovation will address new and still evolving use cases not supported by GPS/GNSS.”

    The coalition will work closely with governments as they consider plans for regulation of critical infrastructure sectors and funding for alternative PNT. Legislators and policymakers can best pursue national interest through a multi-technology approach to PNT resilience, the coalition stated in a press release. The coalition will advocate for the establishment of a robust and self-sustaining funding framework that allows for the development and adoption of multiple sources of PNT that meet the needs of various sectors and industries.

    “We believe a multi-technology approach to PNT resilience not only meets a more diverse set of critical infrastructure needs but also ensures a more robust approach to security by providing multi-layer resilience,” said Ganesh Pattabiraman, CEO of NextNav. “Delivering alternative PNT capabilities on an equal footing with GPS will require government policies and funding that ensure these solutions are cost-effective for critical infrastructure providers and sustainable over the long term.”

    Notes from DoT GPS Backup Demos – Part I

    Government officials, advisors and congressional staff gathered at NASA’s Langley Research Center on March 13. They were there to discuss the Department of Transportation’s (DoT’s) GPS Backup Technology Demonstration program and view the offerings of six different companies.

    A second event to view and discuss technologies offered by the other five companies in the program is scheduled (as of this writing) for Friday, March 20, at Joint Base Cape Cod, Massachusetts.

    The day began with remarks by Karen Van Dyke from the U.S. Department of Transportation, as well as remarks prepared by Colonel Joseph Frankino, deputy director of the National Coordination Office, a multi-agency staff that supports the National Space-Based Positioning, Navigation, and Timing (PNT) Executive Committee, whose members were unable to attend.

    Van Dyke provided an overview of the program and pointed out the increasing importance of resilient PNT. As just one example, improvements in autonomy and self-driving cars are entirely dependent upon consumers having confidence in the entire system, much of which is underpinned by PNT.

    Col. Frankino’s remarks reflected the Defense Department’s commitment to and support of DoT’s resilient PNT efforts. He pointed out that the nation’s military depends upon the defense industrial base, which depends upon uninterrupted PNT.

    Volpe Transportation Systems Center

    The technology demonstration effort is being coordinated by Andrew Hansen from DoT’s Volpe Center. Dr. Hansen pointed out that the ongoing effort, the analysis and assessment of which is expected to be concluded in May, is a series of demonstrations vice tests. This means that the companies involved were showing what their systems could do, vice being measured against set criteria.

    He also mentioned that the maturity of all the systems involved seems to have improved significantly over the last year. All are at Technical Readiness Level 6 or better. Also, that things so far had gone very smoothly with no need for any “re-dos.”

    GPS and a cesium clock were being used as reference standards for the demos. Two of the systems, NextNav and Skyhook, were also demonstrated on a drone at Langley’s 150 acre open air site.

    Report and Transparency

    Data from the demos is not proprietary and belongs to the government which intends to make “as much of it available as possible.” DoT representatives mentioned several times their desire for maximum transparency.

    Attendee Observations

    After a day of viewing and discussing the six different technologies with their vendors, the group reconvened to offer feedback. All agreed the day was very worthwhile and complemented DoT and NASA on the event.

    Kicking off the discussion, the DoT hosts remarked that the department is fully committed to GPS and its modernization. That said, there is broad recognition of the importance of other PNT systems. This is evidenced by the recent White House Executive Order on PNT.

    Also, that there is no single solution that will fill the PNT needs of everyone. In fact, GPS does not serve the PNT needs of everyone. The need across sectors for a wide variety of sources to “backup” GPS is why the demonstration project includes some systems that only provide time, or only positioning.

    Feedback from attendees included:

    • The reason for this project is that we have a 20th-century GPS and 21st-century threats. New technologies need to be examined for vulnerabilities. Security must be “baked in” from the beginning. Moderators commented that the DHS Conformance Framework was one of the tools that would help with this.
    • Rural and other underserved areas (such as wilderness, remote transportation networks, maritime) need PNT and should be a part of the government calculus.
    • Many systems depend upon infrastructure provided by others versus being self-sufficient.
    • In the view of many in Congress, it is good to see the demos going well. Overall, though, things are about two years late. Members and staff are very interested in when there will be an RFP and schedule for implementing the timing system mandated by the National Timing Resilience and Security Act of 2018.
