The private spaceflight company, SpaceX, has undertaken a partner project in addition to its existing space efforts ranging from sending satellites and people to space, to providing a brand of commercial internet connection to remote areas.
The new partner project, Starshield, will join Starlink in providing secure, broadband internet connection to customers. However, there is a stark difference between the partner projects.
Starlink technology has end-to-end user data encryption to secure its network as it was designed for commercial customers. However, the Starshield project is intended for government use in national security efforts. Therefore, it is equipped with an additional high-assurance cryptographic feature to host payloads and process data in a secure way aligning with government national security requirements.
As reported by SpaceX, Starshield has three focus areas including: Earth observation, global communications, and hosted payloads. Starshield’s satellites can integrate with a variety of different payloads and the constellation has a low-Earth orbit (LEO) design making it robust to on-orbit assets.
SpaceX continues to work closely with the United States Department of Defense by providing innovative space technology.
A team of researchers from the University of Texas Austin (UTA) have shown the Starlink broadband constellation’s potential to serve as a backup for GPS.

The researchers, led by Todd Humphreys and funded by the U.S. Army, examined the downlink signal structure of the SpaceX Starlink constellation of ultrafast broadband satellites in low-Earth-orbit (LEO), reported MIT Technology Review. The team showed that Starlink could serve as a useful backup to GPS.
For the past two years, Humphreys’ team at UT Austin’s Radionavigation Lab has been reverse-engineering signals sent from thousands of Starlink internet satellites to ground-based receivers. Humphreys told the review that regular beacon signals from the constellation, designed to help receivers connect with the satellites, could form the basis of a useful navigation system.

signal that can be exploited to produce pseudorange measurements. Such an understanding of the signal is essential to emerging efforts that seek to dual-purpose Starlink signals for positioning, navigation, and timing, despite their being designed solely for broadband internet provision.

GPS III SV05 eventually will replace one of the legacy GPS IIR satellites. Once GPS III SV05 is operational, about 16% of the 31-satellite constellation will be modernized with GPS III’s new capabilities.
M-Code Requirement Met
GPS III SV05 is the 24th M-code satellite on orbit, completing the constellation’s baseline requirement to provide U.S. military forces a more-secure, harder-to-jam and spoof GPS signal.
GPS III SV05 is the fifth Lockheed Martin-built, next-generation GPS III space vehicle. The SpaceX Falcon 9 rocket is the first U.S. Space Force mission to reuse a previously-flown booster, the company said.
The U.S. Space Force contracted Lockheed Martin to design and build GPS III/GPS IIIF satellites to help modernize today’s GPS satellite constellation with new technology and advanced capabilities. Lockheed Martin said the GPS III provides three-times greater accuracy, eight times improved anti-jamming capability for U.S. military forces; a new L1C civil signal to the constellation that is compatible with other GNSS; and a new modular design that allows new technology and capabilities to be added in the future to better address changing mission needs and emerging threats.
Future GPS III Satellites
GPS III Space Vehicles 06, 07 and 08 already are complete and waiting to be called up for their launch dates, which are to be determined.
In addition, GPS III SV09 was core-mated, meaning it reached a major production milestone in which two major satellite components — the mission module and the propulsion core — are paired to form one space vehicle. The GPS III SV10 currently is in the component build up stage.
Lockheed Martin has been contracted to design and build up to 22 additional GPS III Follow On – or GPS IIIF – satellites (SV11-32), with even more capabilities. Contract options for the first four GPS IIIFs, SV11-14, have been exercised so far.

The fourth GPS III satellite, space vehicle (SV) 04, received United States Space Force’s Operational Acceptance approval on Dec. 1.
Operational acceptance marks another significant milestone for the GPS III program, Space and Missile Systems Center and USSF, according to the Space Force. This is the fourth GPS III satellite delivered into the operational constellation in the past 12 months and the second in the past three months.
Also, this is the first GPS III vehicle delivered to the warfighter through an expedited satellite control authority transfer process, which cuts 10 days off the previous operational acceptance timeline.
One more to go for M-code capability
“With the onset of SV04, the GPS constellation continues moving forward in next generation modernization,” said Capt. Collin Dart, the 2 SOPS DOA flight commander. “The 2nd Space Operations Squadron is one step closer to providing military code (M-code) capability for the entire 24 satellite baseline.”
“The highly encrypted M-code to protect GPS signals from jamming and spoofing is currently enabled on 22 GPS satellites of various generations; 24 are needed to bring the M-code to the next level of operational capability,” Dart explained. “SV04 brings the constellation to 23 M-code capable vehicles. SV05 will launch no earlier than July 2021. This will add the 24th M-code capable vehicle.”
“M-code signals are more-secure, harder-to-jam and spoof, and are critical to helping our warfighters complete their missions, especially in contested environments,” said Tonya Ladwig, Lockheed Martin’s vice president for Navigation Systems. “GPS III is a warfighting system and we are proud to be helping bring this critical capability to the men and women protecting our nation.”

Faster handover from contractor
SV04 also sets a new standard for handover from contractor Lockheed Martin’s launch team to operational acceptance, setting the satellite healthy to the global user community approximately 30 days post launch, according to Dart. “Moving forward with future GPS III launches, the timeline between launch and the satellite being set healthy will be at a minimum,” he said.
SV04 was launched on a SpaceX Falcon 9 Block 5 vehicle on Nov. 5. The Air Force has been flying 31 operational satellites for years to ensure the United States’ commitment to have 24 operational GPS satellites available 95% of the time.
GPS III SV04 joins this operational constellation of 31 GPS satellites orbiting in medium-Earth orbit. The system delivers improved accuracy, advanced anti-jam capabilities and increased resiliency for the GPS III constellation.
Lockheed Martin’s production proceeds
The Space Force declared GPS III SV05 “Available for Launch” in May. The satellite is waiting to be called up”for launch.
GPS III SV06, 07 and 08 are now fully assembled and going through environmental testing at Lockheed Martin’s GPS III Processing Facility in Denver.
GPS III SV09 and 10 are in component build up.
Lockheed Martin is also under contract for up to 22 additional GPS III Follow On (GPS IIIF) satellites, which introduce further technology and capabilities. In May, Lockheed Martin completed its Critical Design Review for the GPS IIIF and in July, the Space Force declared that GPS IIIF fulfilled “Milestone C,” which means the production phase of the program has officially begun.
“The operational acceptance of GPS III SV04 is another significant milestone for GPS Modernization, delivering critical new capabilities to our Military and Civil Users. We now have a total of 23 M-code spacecraft for our Warfighters. For our billions of civil users, it brings the count up to 23 L2C spacecraft and 16 L5 spacecraft,” said Col. Ryan Colburn, director of the SMC Portfolio Architect Office’s Spectrum Warfare Division. “For professional users with existing dual-frequency operations, L2C enables faster signal acquisition, enhanced reliability, and greater operating range. L5 is broadcast in a radio band reserved exclusively for aviation safety services. It features higher power, greater bandwidth, and an advanced signal design. Future aircraft will use L5 in combination with L1 C/A to improve accuracy (via ionospheric correction) and robustness (via signal redundancy). The operational acceptance of this spacecraft is another display of the fantastic teamwork across SMC’s Corps, Space Delta 8, National Geospatial-Intelligence Agency, Department of Transportation, Federal Aviation Administration, our industry partners and many others who work together to make these missions possible.”
GPS satellites provide position, navigation, and timing to more than four billion military and civilian users worldwide.

UPDATE: The U.S. Space Force, Space and Missile Systems Center (SMC) and its mission partners successfully launched the fourth GPS III satellite at 6:24 p.m. EST Nov. 5 from Space Launch Complex 40 at Cape Canaveral Air Force Station, Florida.
The Lockheed Martin-built satellite was carried to orbit aboard a Space Exploration Technologies Corporation (SpaceX) Falcon 9 launch vehicle.
“The launch of GPS III SV04 is a testament to SMC’s ability to rapidly and safely deliver new capabilities on orbit,” said Cordell DeLaPena, Air Force program executive officer for SMC’s Space Production Corps. “At SMC, we are proud to deliver our fourth GPS III satellite and will continue to operate at an accelerated pace to enhance the capabilities of the billions of users worldwide.”
“I’m proud of my team’s 83rd successful National Security Space Launch and look forward to our future missions with SpaceX,” said Col. Robert Bongiovi, SMC’s Launch Enterprise director. “Ultimately, our ability to embrace innovation with our launch providers advances warfighter’s capabilities while lowering costs to the U.S. Government and its taxpayers.”
GPS III SV04 separated from its upper stage approximately 90 minutes after launch. Engineers and operators at Lockheed Martin’s Waterton Facility will now begin on-orbit checkout and tests, which are estimated to complete in approximately one month. Operational use is expected to begin in a few months.
“The GPS III program continues to make strides in modernizing the GPS constellation for the U. S. Space Force while maintaining the gold standard for position, navigation and timing,” said Col. Edward Byrne, Medium Earth Orbit Space Systems Division chief.
GPS III SV04 will join the current GPS constellation comprised of 31-operational spacecraft. GPS III, the newest generation of GPS satellites, brings new capabilities to users, including three times greater accuracy and up to eight times improved anti-jamming capabilities.

GPS constellation status
According to the U.S. Space Force Second Space Operations Squadron (2 SOPS), the satellite is designated SVN-77/PRN-14 in the GPS almanac. GPS III SV04 (SVN-77/PRN-14) will replace SVN-44/PRN-28 in the B plane at slot 03. 2 SOPS will issue a Launch NANU after on-orbit checkout when control of SVN-77 is transferred from Lockheed Martin to 2 SOPS for insertion into the GPS control segment.
GPS III SV-2 (SVN 75), launched Aug. 22, 2019, replaced SVN 45/PRN-21 at D3 and was set healthy on April 1, 2020. As a result, SVN 45 is being re-phased from D3 to D2F replacing SVN 46/PRN 11 and will arrive sometime in November of this year. SVN 46 will be taken out of the operational constellation before the January 2021 launch of GPS III SV05 (SVN-78) and sent to Launch, Anomaly, Resolution, and Disposal Operations (LADO), making PRN-11 available.
GPS III SV-03 (SVN 76, PRN-23) launched June 30, 2020, and was set operational and healthy on October 1.
SVN-46, launched October 7, 1999, has been an “iron bird” workhorse in the D-plane and has successfully served the world’s GPS users for more than 20 years, 12 years past its designed service life. It outlasted (and in many cases, outperformed) many of its peers on-orbit, testament to quality engineering and the diligent efforts of the men and women of the U.S. Air Force.

The fourth GPS III satellite (GPS III SV04) is scheduled to launch today at 06:24 p.m. EST (~15 minute launch window) from Cape Canaveral Air Force Station, Florida, on a SpaceX Falcon 9 rocket. The new launch window follows an aborted launch with two seconds to go on Oct. 2.
Built by Lockheed Martin, GPS III satellites are designed to help the U.S. Space Force modernize the current GPS constellation with new technology and advanced capabilities. GPS III provides three times greater accuracy and up to eight times improved anti-jamming power over satellites in the current constellation. GPS III also adds a new L1C civil signal compatible with Europe’s Galileo global navigation satellite system, which will provide greater civil user connectivity in the future.
After adding GPS III SV04, the four GPS III satellites on orbit will represent about 12 percent of the 31 satellites in the GPS constellation.
GPS III SV04 is the 23rd M-code-enabled satellite in the constellation, only one short now of the 24 needed for global coverage. M-code is a more-secure, harder-to-jam or spoof signal invaluable to U.S. and allied military forces.
GPS III SV03, which lifted off from the Cape on June 30, was set operational on Oct. 1. The next satellite — GPS III SV05 — was declared “Available for Launch” in May 2020. The satellite is now waiting to be called up for a launch date in 2021. Five more GPS III satellites are in production, three of which are fully assembled and in testing.
Lockheed Martin is also under contract to build up to 22 additional GPS III Follow On (GPS IIIF) satellites, which add additional technology and advanced capabilities to this warfighting system, including a new Regional Military Protection Capability, which will increase anti-jam support in theater to ensure U.S. and allied forces cannot be denied access to GPS in hostile environments; an accuracy-enhancing laser retroreflector array; a fully digital navigation payload; and a new search and rescue payload.
In July, the Space Force declared that the GPS IIIF program had fulfilled Milestone C, which means the start of the production phase. Lockheed Martin has introduced augmented reality tools into the GPS IIIF production process to drive even-greater efficiency into the production process.
Continued investment in GPS is important. Besides the military applications, the U.S. economic benefit of GPS is estimated to be over $300 billion per year and $1.4 trillion since inception.
The aborted launch of the fourth GPS III satellite has sparked an investigation into the SpaceX Falcon 9’s Merlin engine. With only two seconds before launch, SpaceX stopped the scheduled launch of the fourth GPS III satellite on Oct. 2.
Tim Dunn of NASA’s Launch Services Program said at an Oct. 16 briefing that the engines had undergone significant testing since the GPS III launch scrub, including taking the Merlin engines from that rocket back to SpaceX’s McGregor, Texas, test site for further study, reports SpaceNews.com. That investigation has involved NASA and Space Force personnel working with SpaceX.
While the GPS III launch has not been rescheduled, Dunn said that the NASA and SpaceX personnel have learned much, with implications involving the rocket hardware.

UPDATE (Oct. 5):Elon Musk, SpaceX founder and CEO, said a Falcon 9 launch was halted Friday night due to an “unexpected pressure rise in the turbomachinery gas generator,” referring to a part in the rocket’s Merlin engines, reports SpaceflightNow.
SpaceX has not yet set a new launch date. Another planned launch, for a Starlink satellite, was also aborted.
UPDATE (Oct. 3):Only two seconds before launch, SpaceX aborted the scheduled launch of the fourth GPS III satellite on Oct. 2. SpaceX has not yet announced a new launch window, or stated the reason for the cancellation.
We will need to make a lot of improvements to have a chance of completing 48 launches next year!
(Oct. 1) The U.S. Space Force’s newest GPS III satellite, Space Vehicle 04 (GPS III SV04), rolled out to Cape Canaveral’s Space Launch Complex 40 on Sept. 27. Originally scheduled for launch Sept. 30, then Oct. 1, the satellite is now slated to launch 9:43 p.m. EDT on Oct. 2 (01:43 a.m. UTC on Oct. 3).
The launch was delayed because of a “traffic jam” at the launchpad. According to Spaceflight Now, SpaceX initially rescheduled the GPS launch for Wednesday night after a Delta 4 launch was delayed to Tuesday. After the Delta 4-Heavy’s scrub Tuesday, SpaceX announced the GPS launch would be pushed back to Friday, when there is a 15-minute launch window available opening at 9:43 p.m. EDT (0143 GMT Saturday, Oct. 3).
The Lockheed Martin-built GPS III SV04 is scheduled to launch aboard a SpaceX Falcon 9 rocket — the third National Security Space Launch (NSSL) mission on a Falcon 9 rocket, the second U.S. Space Force (USSF) first-stage booster recovery, and the sixth USSF launch on Sept. 30. The 15-minute launch window opens at 9:51 p.m. EDT. A live feed will begin 20 minutes before the launch and conclude approximately 45 minutes afterward. The Lockheed Martin-built satellite was carried to orbit aboard a Space Exploration Technologies Corporation (SpaceX) Falcon 9 Launch Vehicle.

The first-stage booster of SpaceX’s Falcon 9 Launch Vehicle was successfully recovered approximately 20 minutes after liftoff by the company’s autonomous spaceport drone ship in the predicted landing area. This launch marks the first NSSL mission where a launch provider has attempted to recovered flight hardware.

UPDATE: The SpaceX Falcon 9 successfully launched the third GPS III satellite at 4:10 ET. The reusable Stage 1 successfully returned and landed on its launchpad less than nine minutes after launch.

The U.S. Space Force’s newest Global Positioning System (GPS) III satellite, Space Vehicle 03 (SV03), rolled out to Cape Canaveral’s Space Launch Complex-40 launch pad a during the overnight hours on June 27 and 28, ready for launch June 30 at 3:55 p.m. Eastern time.
The Lockheed Martin-built GPS III SV03 is scheduled to launch aboard a SpaceX Falcon 9 rocket. GPS III SV03 will be the third USSF mission launch, the second National Security Space launch (NSSL) mission to be launched on a SpaceX Falcon 9 rocket, and the first NSSL mission where a launch service provider will be attempting to recover the booster.
The launch window opens at 3:55 p.m. EDT and will remain open for 15 minutes. A live-feed will begin 20 minutes prior to the launch, concluding approximately 45 minutes afterward. A simulcast of the broadcast can be viewed at www.spacex.com.

Originally scheduled to launch on April 29, the GPS III-3 mission took a 60-day tactical pause in order to implement new health and safety measures to protect launch and operations crew during the ongoing COVID-19 pandemic. This pause allowed SMC to design and implement these measures in collaboration with contractor and launch provider partners as well as medical professionals. The tactical pause resulted in no impact to the readiness and availability of the GPS constellation, which remains in strong health. There were minimal impacts to cost and schedule due to the pause.

GPS III satellite signals are more accurate and more powerful than previous generations, providing improved performance for civilian and military users. SV03 will add another military code (M-Code) capable satellite as the team continues to modernize the GPS fleet. M-Code will provide more accurate military signals with improved anti-jamming capabilities for the warfighter. Full M-Code capability is set to rollout with the GPS OCX Block 2 ground segment.

A drone-versus-piloted attack aircraft, deliveries of medical supplies in North Carolina, unmanned meal deliveries in India and anti-drone protection for the Kennedy Space Complex are just a small sample of unmanned air vehicle news this month.
Even the U.K. BBC TV network picked up the news over the weekend that the U.S. Air Force (USAF) plans to pit an unmanned drone against a manned fighter aircraft, maybe even as early as July next year. The candidate fighter drone is thought to come from the USAF’s “Skyborg” research program — a wide ranging initiative aimed at incorporating artificial intelligence (AI) into unmanned vehicles which can out-think and out-fight the opposition.
The logic seems to be that if you could somehow ‘can’ all the experience of today’s pilots – somehow distill all their knowledge and stuff it into electronic memory and have AI use this data-base – then an unmanned fighter drone would somehow do better in combat against a hostile, manned aircraft. Probably a good idea, but how could it be made to work?

And the prime candidate to try all this is out could be the “Loyal Wingman” which was recently rolled out by its manufacturer Kratos. With a target price-tag of only $2 million each (for qty 100), USAF apparently foresees a future with lots of these “disposable’”guys accompanying the manned F-18, F-35, F-22 and future fighters into battle. Perhaps the airborne pilot could even coach his unmanned colleagues through an upcoming dogfight, augmenting the onboard knowledge carried by the drone? Seriously Si-Fi sounding stuff, but its apparently already well on its way.
And would current day autonomous drone operations count as using AI? Well such a drone uses a GNSS nav system and an operator pre-programs a route prior to launch, which the drone then refers to when airborne — even dropping off a package on cue when it arrives at destination, and turning round to fly the same route back home. So referring to an on-board waypoint data-base and executing a beyond visual line of sight (BVLOS) flight on its own — its somewhat limited AI, but the drone is independently doing a task once instructed.
Which brings us to the recent pandemic-related operations that operator Zipline has just begun running out of Kannapolis, North Carolina – from a vacant lot near a Novant Health logistics center — to the Huntersville Medical Center. With only regular capability to operate in accordance with Part 107 regulations, Zipline applied for a waiver to not only fly around population centers, but also to fly beyond visual line of sight (BVLOS). The Federal Aviation Administration (FAA) granted emergency authorization for Zipline to support Novant’s hospital and clinic COVID-19 response.
Fortunately, Zipline is coming off over four years of proven medical drone delivery operations in Rwanda and Ghana, so they have very credible capability to perform similar deliveries in North Caroline. Its possible that FAA took this excellent operational record into account in granting this Zipline waiver.
Nevertheless, Novant and Zipline plan to continue with their efforts to gain full FAA Part 135 authorization to regularly operate this medical package delivery service to Hospitals and Clinics in North Carolina. Meanwhile, this first of a kind long-range BVLOS service in the U.S. will continue to gather more airborne miles each day and demonstrate good confidence in safety and reliability. With over 1.8 million miles already flown during their African medical delivery service, Zipline is apparently coming from an established baseline capability.
In India — a country which has been testing drone services for the express deliveries of food to people’s homes — looks like they are ready to see if drones can be given the OK to operate all the time. The Directorate General of Civil Aviation (DGCA) has authorized a consortium of 13 companies to test drones flying BVLOS over longer distances to complete deliveries. DGCA apparently may have also been motivated to speed up shipments during the COVID-19 pandemic and SpiceXpress, one of the consortium members, will initially focus on delivering medical emergency/essential supplies after the trials are complete.
But overall, the objective for most consortium members is to get approval for meal deliveries by drone to become common practice in India. This will depend on the reports which the trial participants are required to submit to Airport Authority of India by September 30, 2020 from at least 100 hours of flight operations — hopefully without any serious incidents.
Not sure if everyone watched the SpaceX/NASA Demo-2 launch of the manned Dragon capsule on May 30, but I was glued to the NASA TV broadcast throughout. A truly significant event with not only a manned launch to the ISS by a commercial company, but a launch from Kennedy Space Center pad 39A — the first in nine years from U.S. soil.
Turns out we managed to get a ‘drone’ angle into the launch — or actually an absence of pesky drone interlopers at the launch site. Kennedy has been operating an anti-drone system for several previous launches — detecting and alerting any drone activity within the restricted airspace volume around pads 39A &B.
A mobile, all-weather Moog “Gauntlet” detection/alert system has been deployed for some time at Kennedy, watching for anything drone like within the confines of the launch area. The system is apparently visual, records evidence and provides alert indications over a secure VPN network, presumably to launch control and Kennedy security.
So this month we have news of a potential UAV-manned aircraft showdown, long-range drone deliveries of medical supplies in the U.S., Indian delivery drone qualification, and a drone detection system in use to protect the recent SpaceX crewed launch to the ISS. There is a lot going on, with high levels of complexity and good news in the fight against the pandemic for at least one hospital group in North Carolina.

Starting this month, the inspector general for the U.S. Pentagon will be reviewing how SpaceX’s rockets became certified to launch payloads for the U.S. Air Force, a decision made in May 2015.
“Our objective is to determine whether the U.S. Air Force complied with the Launch Services New Entrant Certification Guide when certifying the launch system design for the Evolved Expendable Launch Vehicle-class SpaceX Falcon 9 and Falcon Heavy launch vehicles,” wrote Michael J. Roark, deputy inspector general for Intelligence and Special Program Assessments, in a Feb. 11 memorandum to the Air Force.
In April 2016, the U.S. Air Force awarded SpaceX the first competitively sourced National Security Space (NSS) launch services contract in more than a decade, when the company won the GPS III Launch Services contract, fixed at $82,700,000.
Less than one year later, SpaceX was awarded a second contract for launch services to deliver a GPS III satellite to its intended orbit.
The evaluation will be performed at the Space and Missile Systems Center, a unit of Air Force Space Command, headquartered at Los Angeles Air Force Base in El Segundo, California. Additional locations may also be identified as part of the audit.

After several launch delays, the first GPS III satellite successfully deployed from a SpaceX Falcon 9 rocket, rising from Cape Canaveral on Dec. 23.
By Jan. 2, the satellite had circularized its orbit at an altitude of 12,550 miles to begin a period of checkout and testing that could last up to 18 months, before entering service. The satellite, built by Lockheed Martin, will serve in space for 15 years.
Known as GPS III SV01 and nicknamed “Vespucci,” it is the first in a new generation of GPS navigation stations with improved services and longer lifetimes to ensure the U.S. military-run network remains available to troops and civil users around the world for decades to come.
“Launch is always a monumental event, and especially so since this is the first GPS satellite of its generation launched on SpaceX’s first national security space mission,” said Lt. Gen. John Thompson, commander of the U.S. Air Force’s Space and Missile Systems Center and the Air Force’s program executive officer for space. “As more GPS III satellites join the constellation, it will bring better service at a lower cost to a technology that is now fully woven into the fabric of any modern civilization.”
The satellite’s earlier scheduled launch date of Dec. 18 was scrubbed, reportedly due to liquid oxygen thermal limit constraints aboard the SpaceX Falcon 9 Block 5 rocket’s first stage reaching safety limits.
A second attempt on Dec. 19 was also ruled out due to ongoing evaluations into the sensor issue. Then ensued three days of weather delay, awaiting favorable wind conditions, until Dec. 23.

GPS III SV01 was originally scheduled to ride aboard a United Launch Alliance (ULA) Delta IV M+ rocket. ULA and its prime partners, Lockheed-Martin and Boeing, have conducted every GPS satellite launch since the start of the program. However, due to an assortment of issues variously involving delayed technology development and lawsuits regarding competitive bidding, the Air Force re-opened the contract process as part of its Evolved Expendable Launch Vehicle (EELV) program — “evolved” signifying that the rocket can be recovered and reused.
Recycling Rockets. ULA did not bid on the re-opened contract, citing concerns over the selection process and potential risks with the anticipated lower launch cost. In 2016, the Air Force selected SpaceX to take over most GPS III launches.
SpaceX’s Falcon 9 for this launch used a new first stage core, the B1054. Although it has re-use capability, it flew in an expendable configuration this time, with no landing legs and no grid fins. It was disposed of into the Atlantic Ocean after separation from the second stage.
In other missions, after the satellite-bearing stage separates from the rest of the rocket, the remaining core launcher fires additional fuel to return intact to land or to sea aboard an Autonomous Spaceport Drone Ship (ASDS), a converted barge awaiting in the Atlantic or Pacific Ocean.
New Generation. The GPS III constellation, once fulfilled, will bring three times better accuracy and up to eight times improved anti-jamming capabilities. Spacecraft life will extend to 15 years, 25 percent longer than GPS satellites on-orbit today. GPS III’s new L1C civil signal also will make it the first GPS satellite broadcasting a compatible signal with other international global navigation satellite systems, like Galileo, improving connectivity for civilian users.
Lockheed Martin developed GPS III and manufactured GPS III SV01 at its GPS III Processing Facility near Denver. In September 2017, the Air Force declared the satellite “Available for Launch” (AFL) and had the company place it into storage.
In 2018, the Air Force called the satellite to Florida, and it was delivered on Aug. 20. At that time, the Air Force declared the second GPS III AFL and in November called it up for 2019 launch. GPS III satellites SV03-08 are now in various stages of assembly and test.

Ground System
The U.S. Air Force used Raytheon Company’s GPS Next-Generation Operational Control System, known as GPS OCX, to support the launch. Following launch, GPS OCX will maneuver the GPS III satellite into its final orbit, a process that takes the ground control system 10 days to accomplish.

“The GPS OCX Block 0 launch and checkout system is foundational to the improved precision, navigation and timing of the entire constellation,” said Dave Wajsgras, president of Raytheon Intelligence, Information and Services. “And we’ll all benefit from the system’s unprecedented level of cybersecurity protections.”
The fully modernized GPS OCX Block 0 launch and checkout system will support the launch of future GPS III satellites, enabling the introduction of a new civil signal, enhanced military signals, and anti-jam capabilities.
The ground system has achieved the highest level of cybersecurity protections of any Department of Defense space system, and its open architecture allows it to integrate new capabilities and signals as they become available, ensuring continued protection against future cyber threats.
In addition to GPS OCX’s role, RGNext, a joint venture between Raytheon and General Dynamics IT, provided operational launch support to ensure the safe launch of the Falcon 9 rocket that was carrying the GPS III satellite. RGNext operates the launch range on behalf of the U.S. Air Force, providing maintenance, range safety, weather monitoring, communication and surveillance support for all launches conducted by defense, civil and commercial companies at the range.
