    Estonia confiscates drones for Russia, sends them to Ukraine

    Plus: Visual AI radar aids drone searches, and a drone is released into Hurricane Ian

    Just when you imagine there couldn’t be any more twists and turns to the war in Ukraine, another one turns up. Some may recall that Estonian security forces caught an Estonian/Russian man trying to send drones to Russia. The Estonian government confiscated the shipment of DJI drones.

    Now Estonia has donated those drones to Ukraine for use against Russia in the ongoing war.

    Some might say that this is an example of, “What comes around goes around.” Nevertheless, everyone respects Russia’s nuclear options…

    Making Drones Smart

    It’s all well and good that we have all shapes and sizes of battery- and gas-powered drones, ones that take off and land vertically (eVTOL) or horizontally (generally, fixed-wing). But how do we make them smart enough to complete tasks on their own?

    Artificial intelligence (AI) could be the answer. Take the Boeing Loyal Wingman drone. It is being developed to fly autonomously alongside high-end fighters, and  perhaps to control other drones flying nearby. Those tasks require AI, which is being incorporated into the capabilities of drone systems.

    We also have immediate needs, such as search and rescue, security patrol and inspection (for commercial and military facilities, border and crowd control) and military intelligence, surveillance, target acquisition and reconnaissance (ISR/ISTAR). Along comes Sentient Vision Systems of Australia with a passive, software-based “visual radar” solution.

    Sentient Vision Systems uses its digital AI processing with existing visual and infrared sensors. This combination can apparently surpass human and conventional radar capability to detect and track small moving objects.

    Search and rescue at sea can be a really difficult task for people. It’s not surprising that a lot of lengthy searches end up with zilch. During a search, an aircraft flies from 20,000 feet down to 500 feet over the waves. If you have seen cabin video of air-sea searches in progress, with a searcher gazing out of the aircraft’s window for hours, straining to see something small bobbing in the sea below, it does seem like a herculean task.

    As an alternative, take a long-range (>55 nautical miles) drone, such as a Boeing/Insitu ScanEagle. Hook up the scanning search camera and high-resolution nose turret to the vidar (visual detection and ranging) processing.

    As a result, you have an autonomous airborne system that can find a person in the water from a distance of about 1.7 nautical miles, and spot a ferry deck from ~30 nautical miles. Insitu claims that conventional radar systems cannot do this. In 12 hours it can search an area of about 13,400 square nautical miles.

    Several such sorties might just have found an early trace of Malaysian Airlines Flight MH370 in 2014. The Boeing 777 with 239 people on board disappeared over the South China Sea 38 minutes after takeoff on a flight to Beijing. Over three years, long-range patrol aircraft covered 46,000 square miles before the search was abandoned.

    During 2015 and 2016, pieces of the airplane began washing up on the shores of countries on the Western Indian Ocean. The search would probably not have been easy even for a fleet of ScanEagles, considering the logistics and the available range of the unmanned aircraft, but major incidents might find success with vidar-equipped UAVs.

    Into the Eye of the Hurricane

    The devastation that Hurricane Ian wrought in Southwest Florida has been terrible. A shark swimming up a street in Fort Meyers illustrates the degree of flooding left from landfall of the category 4-5 hurricane.

    Ian was the strongest hurricane to make landfall in the United States in decades, with extremely high winds and strong storm surge. I sat through the storm 75 miles to the North, and it was one scary hurricane even there. I can’t sympathize enough with the residents of Lee County, who only received a warning to evacuate one day before it hit them.

    Nevertheless, the National Oceanic and Atmospheric Administration (NOAA) had its Hurricane Hunter Orion aircraft up to investigate on Sep. 28 as the storm came in from the Caribbean. Despite bad turbulence, the P-3 aircraft flew into the upper regions of the Hurricane and launched an Altus-600 27-pound drone into the eye at 4,500 feet. With a 275-mile range at up to 100 mph, the aircraft crew controlled the small drone, using it to collect data on wind speed, pressure, temperature and humidity.

    During the two-hour mission, the Altus drone flew into the eye wall, where winds of 187 mph were detected at altitudes between 2,300 and 200 feet. It’s not exactly clear whether the drone survived.

    While information gathered may have assisted with the immediate forecasting for us Florida folks on the ground, the real scientific value comes from feeding the data into National Hurricane Center models for storm detection and analysis to keep us safer in the future.

    Wrap up

    To sum up, this month we saw drones destined for Russia sent to Ukrainian forces. Vidar artificial intelligence on Insitu ScanEagle drones promises huge gains for search and rescue. And, once again, a NOAA crew flew directly into the eye of a hurricane, this time releasing a drone to aid in gathering essential storm data.

    Where Sea Turtles Nest

    Florida’s Sea Turtle Grants Program — funded with proceeds from special license-plate sales — were used to purchase Trimble TDC100 and TDC600 handheld GNSS receivers for state park staff to gather data about turtle nesting activity. The staff also uses Esri’s ArcGIS Survey123 field-capture software to report on turtles using the 108 miles of beach in 40 of Florida’s state parks. Negative impacts from commercial fishing, plastic waste and climate change have become a threat to sea turtles, which are now classified as an endangered species.

    Paris up in the Air

    Paris has begun testing electric air taxis at a new site outside the French capital, with an eye toward creating at least two demonstration flight paths during the 2024 Olympics to ferry passengers from nearby airports. Inaugurated in November, the test site is dedicated to new sustainable urban air mobility, and will study the use of electric vertical take-off and landing (eVTOL) aircraft. Choose Paris Region, Groupe ADP and RATP Group are managing the effort with VoloCity taxis by Volocopter onboard.

    Russia Threatens GPS

    The Kremlin warned it could blow up 32 GPS satellites with its new anti-satellite technology (ASAT), which it tested Nov. 15 on a retired Soviet Tselina-D satellite, according to numerous news reports. Russia then claimed on state television that its new ASAT missiles could obliterate NATO satellites and “blind all their missiles, planes and ships, not to mention the ground forces,” said Russian Channel One TV host Dmitry Kiselyov, rendering the West’s GPS-guided missiles useless. “It means that if NATO crosses our red line, it risks losing all 32 of its GPS satellites at once.”

    Indonesia Goes Cashless

    Indonesia’s GNSS-based cashless toll system will take effect by the end of 2022, reports Indonesia Expat. The country’s Public Works and Public Housing Ministry plans to have its multi-lane, free-flow-based non-cash toll transaction system implemented on 40 toll roads on the islands of Java and Bali. MLFF uses GNSS plus a map-matching process and special toll road apps on smartphones to determine fees. The system is expected to increase efficiency, effectiveness, security and convenience in conducting toll road payment transactions.

    High-resolution airborne lidar data to be acquired over 34,000 square miles for disaster response and recovery.

    Under an active Geospatial Products and Services contract, the U.S. Geological Survey (USGS) has selected Dewberry, a privately held professional services firm, to complete a statewide lidar mapping project for Florida. The project is funded by the Florida Division of Emergency Management and USGS as part of Hurricane Irma Disaster Recovery, Response and Preparedness measures being conducted by the state and federal agencies.

    The approximately $20 million project includes airborne lidar data acquisition, ground survey and preparation of bare earth point cloud and digital elevation model products for various applications to support response, recovery, and preparation for future storm events.

    The resulting quality level 1 data will be primarily used for hydrologic and hydraulic modeling and many engineering applications by the water management districts to mitigate the impacts of flooding caused by these storms.

    USGS and the Federal Emergency Management Agency (FEMA) will also utilize these data for various flood studies. The project encompasses an area of more than 34,000 square miles.

    Dewberry has acquired and processed nearly 22,000 square miles of lidar data for various local, state, and federal agencies in Florida within the past three years.

    “As we continue to map the state of Florida, we’re looking forward to using the best technology and personnel to complete such a vast undertaking,” said Dewberry Vice President and Director of Remote Sensing Amar Nayegandhi, CP, CMS, GISP. “Once these data are acquired and analyzed, they will be able to support USGS, FEMA, the Natural Resources Conservation Service, the Florida water management districts, and several other state and local agencies in their mission to better prepare for natural disasters and minimize loss of life and property; and use these scientific data to enhance and protect our quality of life.”

    Dewberry will serve as prime contractor for this project and will perform the majority of the data production. The firm is teaming with seven other partner firms including Woolpert Inc., Quantum Spatial Inc. and Digital Aerial Solutions, Inc, which will acquire and process data to support the project.

    Dewberry’s other subcontractors will be tasked with acquiring airborne lidar data.

    “We have 11 aircraft with top-of-the-line airborne lidar sensors being deployed for data acquisition starting in early December,” said Dewberry Senior Project Manager Elise MacPherson, PMP. “I’m excited to manage this project and support the needs of USGS, their partner federal agencies and the many stakeholders in Florida.”

    SimActive Inc., developer of photogrammetry software Correlator3D, has partnered with Midwest Aerial to perform damage assessments of Hurricane Michael.

    Correlator3D was used to process large format imagery collected by Midwest over Mexico Beach, Florida. The joint effort resulted in highly precise geospatial data, including a digital surface model (DSM), an orthomosaic and a 3D model, the company said.

    “This is a terrible disaster for the people affected and we hope they can benefit from geospatial technologies available,” said Philippe Simard, president of SimActive.

    SimActive’s Correlator3D is a patented end-to-end photogrammetry solution for the generation of high-quality geospatial data from satellite and aerial imagery, including UAVs.     Midwest Aerial Photography focuses on acquiring high-quality aerial imagery and companion data in support of photogrammetric mapping projects across the United States and Canada. Midwest partners and clients include federal, state and local government agencies, as well as photogrammetric firms and architectural and engineering companies.

  • Tampa demonstrates connected vehicle technology

    Tampa, Florida, took a big step toward its goal of becoming a smart city on Nov. 13, when the Tampa Hillsborough Expressway Authority (THEA) hosted its first public demonstration of connected car technology.

    THEA plans to equip 1,600 privately owned automobiles with connected vehicle technology by mid-2018 as part of the Tampa Connected Vehicle Pilot.

    In the project, volunteers’ automobiles will be equipped to communicate with downtown traffic and pedestrian signals to enhance safety, improve traffic flow and reduce emissions of greenhouse gases. Ten buses and 10 streetcars will also be equipped.

    Tampa is one of three sites deploying the technology as part of the U.S. Department of Transportation’s Connected Vehicle Pilot Deployment Program. The other two sites are New York City and the Interstate 80 corridor in the state of Wyoming. Tampa’s project is the only one that involves local residents driving their own cars.

    THEA is now recruiting volunteer drivers and pedestrians for the Tampa Connected Vehicle Pilot. Participating drivers commuting on the equipped expressway will receive a warning when traffic backs up, or when approaching a curve at an unsafe speed. Drivers who near pedestrians in certain crosswalks also will receive alerts.

    Pedestrians will be able to participate in the pilot by installing an app on their smartphones that will enable them to request a “walk” signal at certain intersections, and issue audible alerts if a bus or streetcar is moving nearby.

    A metal object that may be a large piece of a Galileo rocket has been found on a Florida beach. The object appeared to bear the markings of the European Union’s Galileo satellite program, reports the SunSentinel.

    It was discovered Sunday behind the oceanfront Sun Tower Hotel & Suites in Fort Lauderdale.

    The mattress-sized fragment  attracted onlookers until late Sunday morning when it was tractored off the beach by a city cleanup crew and handed over to police. Police hauled the debris away and planned to hold it for inspection by Federal Aviation Administration officials on Monday, according to police Capt. Frank Sousa.

    Several rockets have been launched from the French and European spaceport near Kourou in French Guiana, on the northeast coast of South America. The EU’s Galileo satellite navigation system now has eight satellites in orbit following the launch of the latest pair in March. How the debris ended up on the Fort Lauderdale beach is under investigation.

    Colorado Ranks Third in Space-Friendly States

    Governor John Hickenlooper (D) of Colorado made the trek from the statehouse in Denver yesterday to sign key space-friendly Colorado legislation at the 30th Space Symposium in Colorado Springs. The world’s largest annual space symposium takes place at the famed Broadmoor Resort in Colorado Springs and nominally draws a crowd of space aficionados and professionals, government and civilian alike, approximately 9,000 strong. Colorado House Bill #1178 is titled the “Sales And Use Tax Exemption for Qualified Property Used in Space Flight,” and it is hoped this legislation will help expand aerospace industry growth in Colorado. Spokesmen from the governor’s office and Tom Clark from the Colorado Space Coalition stressed that Colorado currently has the nation’s third-largest aerospace economy, and the new tax-exemption bill is part of Colorado’s strategic initiatives to support and grow one of its strongest industries. Indeed, Colorado Springs is known in government circles as the Home of Military Space. Several key space industry experts (both government and civil) present at the bill signing stated that the new tax exemption will add an important boost to keep Colorado ahead of the competition and further stimulate the state’s massive aerospace economy. Colorado is known as a national hub for geospatial technologies, remote sensing and satellite-based services. The space services and technology providers comprise the largest category of the state’s space economic activity, bringing in $6.3 billion in annual revenue. Currently, the Colorado space-based revenue is growing at a steady 8 percent annual rate. In conversation with Tom Clark, he admitted that in years past, Colorado has actually occupied the number-two raking for a state’s space-based economy, but was recently surpassed by Florida, which has similar tax-friendly legislation on the books. Clark was confident that with the new legislation Colorado would, like Avis, soon be number two again.
