  • GPS III ground control contract held by RTX could be canceled

    The U.S. Space Force is considering canceling the contract held by RTX (formerly Raytheon) to develop the GPS III ground control system, according to a report in Air & Space Forces Magazine.

    GPS OCX, the Next-Generation Operational Control Segment, has long been beleagured by cost overruns and deadline delays. Established in 2010, the GPS OCX program was planned to begin operations in 2016. In 2010, Raytheon (now RTX) was contracted to develop a modernized ground control system to support the upcoming GPS Block III satellite constellation.

    The first GPS III satellite, built by Lockheed Martin, launched in 2018. Eight more have followed, with the 10th satellite awaiting launch on a SpaceX Falcon 9 rocket within the next few months. With 32 GPS satellites on orbit, the Space Force is relying on the OCX software to utilize the advanced GPS III capabilities for jam-resistance and precise navigation.

    In July 2025, RTX began a government-led testing phase, but the tests revealed software defects.

    The U.S. Space Force has ended an exploratory effort to add smaller, lower-cost navigation satellites to strengthen the existing GPS constellation, reports Space News.

    The Space Force does not plan to move forward with on-orbit demonstrations of industy-designed smallsats under the Resilient GPS (R-GPS) program, which began in 2024. In September of that year, the Space Force selected Astranis, L3Harris Technologies and Sierra Space to develop concepts for small, cost-effective navigation satellites to increase GPS resilience, using an expedited “quick start” contract process.

    But funding for the next phase of the program was not included in the fiscal year 2026 budget because of higher Department of the Air Force priorities, according to the report.

    R-GPS was part of a broader push by the Pentagon to diversify satellite architectures amid concerns that spacecraft are vulnerable to interference or attack.

    The Space Force has not said whether it plans to pursue alternative positioning, navigation and timing (PNT) efforts in place of R-GPS.

    Lawmakers have repeatedly raised concerns about GPS vulnerability and have called for studies examining commercial low Earth orbit navigation services as potential complements or backups to GPS.

    L3Harris has demonstrated a positioning, navigation and timing (PNT) solution for the U.S. Space Force’s Space Systems Command that is adaptable across platforms, fully reprogrammable on orbit and scalable to support more signals and increased power as PNT threats evolve. According to L3Harris, the solution is designed to provide the Space Force with the flexibility to deploy smaller, multi-launch-capable satellites, thereby strengthening or diversifying its satellite constellation.

    During a two-day design concept review, L3Harris presented a resilient-GPS (R-GPS) prototype that exceeded current requirements, highlighting its potential to accelerate the Space Force’s roadmap for a stronger, more adaptable PNT infrastructure. Using the Navigation Technology Satellite-3 reprogrammable payload and NSA-certified cryptography, the company simulated the operation of an R-GPS satellite transmitting navigation signals. These signals were successfully acquired and tracked by monitoring stations, military receivers and commercial equipment, demonstrating that R-GPS technology can be seamlessly integrated into the existing GPS framework.

    “Our team transmitted, tested and validated a core set of R-GPS signals across the entire enterprise to demonstrate a fully reprogrammable, resilient PNT solution for the Department of Defense,” said Ed Zoiss, president of Space and Airborne Systems at L3Harris. “We leveraged best-in-class commercial technology and the government’s investment in NTS-3 PNT technologies.”

    L3Harris followed a “prototyping with purpose” approach that showcased maturity far beyond a traditional Preliminary Design Review, resulting in a low-risk, achievable plan for the future development phases of the R-GPS program. The L3Harris R-GPS design includes capabilities aligned to future Lite Evolving Augmented Proliferation, providing an opportunity for roadmap acceleration and reduction in lifecycle costs. 

    “Our approach supports satellite design verification, proves compatibility with the Control Segment and user equipment, and enables early integration opportunities,” Zoiss said. “After more than five decades in the field, we understand the challenges in aligning the Space, Control and User segments of the GPS enterprise, so we used a holistic, unified approach.”

    The Design Concept Review demonstrated how the L3Harris R-GPS satellite can minimize impact on existing control systems while maintaining backward compatibility with current and future user equipment. In 2024, L3Harris was selected to design concepts for Phase 0 of the R-GPS program through the Space Enterprise Consortium, which the National Security Technology Accelerator manages. The agile R-GPS satellite program aims to reduce costs by launching eight smaller, more advanced space vehicles simultaneously, allowing the United States to quickly modernize GPS.

    SpaceX successfully launched the GPS III SV-08 satellite into orbit on May 30 from Cape Canaveral Space Force Station, marking a significant milestone for the U.S. Space Force’s rapid-response capabilities. The mission, executed in close coordination with Lockheed Martin and SpaceX, launched the eighth GPS III satellite into the constellation after an accelerated preparation period of just three months, well ahead of the traditional two-year timeline for national security launches.

    The GPS III SV-08, named after the pioneering NASA mathematician Ms. Katherine Johnson, is part of the next-generation GPS IIIF satellites designed to enhance accuracy and incorporate advanced anti-jamming features for both military and civilian users. Built by Lockheed Martin, the spacecraft is equipped with M-Code technology, delivering signals that are three times more accurate and eight times more resistant to jamming than previous generations. These improvements are critical as threats to GPS reliability, such as jamming and interference, continue to increase.

    In a press statement, Col. Andrew Menschner of the Space Force emphasized the urgency behind the accelerated launch schedule to mitigate increasing GPS jamming and interference: “There are 38 GPS satellites in orbit, 31 of which operate on a daily basis. We have a healthy redundancy in the constellation. But the addition of SV-08 allows the constellation to build resistance against those who would try to interfere with GPS signals.”

    This launch marks the second time the Space Force has demonstrated its ability to deploy a GPS satellite on a compressed schedule. The previous rapid-response mission, dubbed Rapid Response Trailblazer, saw the seventh GPS III satellite launched in December 2024 after five months of planning. For SV-08, the team further reduced the schedule by 40%, reflecting lessons learned and increased efficiency.

    Looking ahead, the final two GPS III satellites will be launched on United Launch Alliance’s Vulcan rocket, paving the way for the next-generation GPS IIIF satellites. According to Lockheed Martin, these spacecraft will introduce even greater anti-jamming capabilities, fully digital navigation payloads and advanced features such as regional military protection and improved search-and-rescue support, further enhancing the robustness and utility of the GPS constellation.

Sierra Space was awarded a Quick Start contract in September 2024 to produce design concepts for these satellites, aiming to rapidly bring advanced technology to the national security space sector.     GPS technology is integral to both civilian life and military operations, supporting applications that range from smartphone navigation to critical defense activities.     The latest testing milestone demonstrated the flow of commands and telemetry between Sierra Space’s ground software and a ground stations service provider, establishing that the technology can operate effectively between orbit and ground-based facilities. The FlatSat testing format, where satellite components are evaluated while laid out flat, allowed for early integration of flight software and hardware subsystems.

This milestone, achieved in collaboration with General Dynamics Mission Systems, involved generating all GPS navigation signals required for the R-GPS mission. The technology seeks to address the growing need for resilient GPS systems capable of countering threats such as jamming and spoofing, which pose risks to the current GPS infrastructure.

    GPS technology is integral to modern life, supporting civilian applications from smartphone navigation to critical military operations. However, as adversarial threats become increasingly advanced, there is a pressing need to enhance GPS resilience. To tackle this challenge, the USSF’s Quick Start program is focused on integrating smaller, cost-effective satellites into the existing GPS framework. These satellites would provide a rapidly deployable layer of protection against emerging threats, according to the USSF.

    The demonstration evaluated hardware, firmware, and software performance, including the generation of P(Y), M-code and C/A signals at L1 and L2 frequencies. These capabilities ensure that R-GPS satellites can produce accurate and secure navigation signals compatible with devices used globally.

    Sierra Space was awarded an R-GPS contract by the USSF Space Systems Command in September 2024 to develop design concepts for smaller and more affordable satellites. Following an internal Systems Requirements Review later that year, the company has now demonstrated its technological capabilities within months of the program’s inception.

    Astranis has completed a critical demonstration for the U.S. Space Force’s Resilient GPS (R-GPS) program, showcasing its ability to transmit core GPS waveforms using software-defined radio hardware. Conducted ahead of schedule and within budget, the demonstration highlights Astranis’ ability to adapt its flight-heritage high-orbit satellite hardware to meet new resilience requirements for the Space Force.

    The test took place at Astranis’ headquarters in San Francisco, California, using a flight-like software-defined radio and positioning, navigation and timing algorithms provided by Xona Space Systems, a partner and subcontractor for the R-GPS program. Astranis transmitted a GPS Course Acquisition (C/A) navigation signal through its resilient GPS payload and demonstrated signal acquisition and recovery of Legacy Navigation messages with an off-the-shelf GPS receiver. According to Astranis, this validated that its resilient GPS design, Nexus, complies with GPS specifications “out of the box,” ensuring compatibility with existing user equipment without requiring costly upgrades.

    Astranis was selected in September 2024 as one of four contractors to design next-generation resilient GPS satellites under the Space Force’s initiative. The company received its Authority to Proceed on Sept. 19, 2024, and has since exceeded program objectives ahead of schedule. The R-GPS program aims to augment the existing GPS constellation with smaller, cost-effective satellites to enhance resilience against threats such as jamming or spoofing.

    Astranis is advancing its satellite design in preparation for the Space Force’s goal of launching the first eight R-GPS satellites by 2028. The company’s approach leverages its MicroGEO satellite design and software-defined radio technology to deliver resilient capabilities while maintaining compatibility with legacy equipment.

    The U.S. Space Force transferred Satellite Control Authority of the GPS III Space Vehicle 07 (SV-07) to the 2nd Navigation Warfare Squadron, Mission Delta 31, at Schriever Space Force Base, Colorado. The satellite became operational and available to global users on Jan. 22, 2025 — expanding the GPS constellation to 31 active vehicles. The transfer is the first instance in which the Satellite Control Authority moved from the acquisition program to the operations squadron within a single Delta, reflecting the new mission delta structure. 

    The space vehicle was launched on Dec. 16, 2024, from Cape Canaveral Space Force Station, Florida, aboard a SpaceX Falcon 9 rocket as part of a Rapid Response Trailblazer mission. The operation involved retrieving an existing GPS III satellite from storage, expediting integration and launch vehicle preparation, and swiftly processing the satellite for launch. 

    The entire process, from initiation to launch, was completed in approximately three months, significantly shorter than the typical six-month pre-launch processing timeline. This accelerated timeline was achieved through collaboration between multiple Space Force organizations and partner agencies.

    The GPS III SV-07 satellite is equipped with M-code, designed to improve anti-jamming and anti-spoofing capabilities, enhancing secure access to military GPS signals. This launch contributes to the ongoing modernization of the GPS constellation following the launch of GPS III SV06 in 2023. Mission Delta 31, activated on Oct. 15, 2024, is responsible for providing, operating, and sustaining high-integrity positioning, navigation and timing (PNT) capabilities. It comprises three squadrons and one detachment, including the 2nd Navigation Warfare Squadron, which operates the GPS satellite constellation.

    This initiative aims to enhance the existing GPS constellation by integrating cost-effective small satellites, providing increased resilience for both military and civilian users. The R-GPS program seeks to augment the current 31-satellite GPS constellation with up to eight additional satellites. The new satellites are designed to counter various threats, including jamming, spoofing and more, ensuring uninterrupted positioning, navigation and timing (PNT) services.

    L3Harris has provided navigation technology for all U.S. GPS satellites launched to date. The company has also contributed to the development of control systems and monitoring receivers and user equipment for GPS. This experience serves as the basis for their proposed R-GPS solution.

    L3Harris is leveraging its investments in transformational PNT technology to meet the Space Force’s evolving requirements by using commercial form factors and interfaces to create a modular, scalable solution, the company said. Additionally, L3Harris is collaborating with the Space Force as the prime contractor for the experimental Navigation Technology Satellite-3 program, which focuses on developing innovative technologies and accelerating development timelines.

    Following weather delays, the U.S. Space Force’s Space Systems Command (SSC) and Space Operations Command expedited the Rapid Response Trailblazer launch schedule to fulfill a specific warfighter requirement. On Dec. 16, 2024, SpaceX’s Falcon 9 rocket launched the GPS III SV-07 satellite from Space Launch Complex 40 at Cape Canaveral Space Force Station, Florida.

    For the mission, multiple Space Force organizations collaborated to retrieve an existing GPS III satellite from storage, expedite integration and launch vehicle preparation, which was quickly processed for launch. The success of the launch proved a two-fold concept of operations. SSC’s Assured Access to Space showcased its agility in partnering with industry to meet evolving national needs, completing a National Security Space class launch in less than five months.

    This marks the first Space Operations Command mission led by Mission Delta 31 for a Space Vehicle launch, and it demonstrated exceptional flexibility by reducing the typical six-month pre-launch processing timeline to approximately three months, Space Operations Command said. This effort involved close coordination with Lockheed Martin in Colorado to rapidly prepare SV-07 for launch.

    The GPS III SV-07 satellite joins a robust constellation comprising 31 active vehicles, seven in reserve status and three completed GPS III vehicles awaiting launch. Equipped with M-Code technology, these satellites offer improved anti-jamming and anti-spoofing capabilities, enhancing secure access to military GPS signals for U.S. and allied forces.

    The U.S. Space Force’s Space Systems Command (SSC) has awarded Raytheon a $196.7 million contract extension for the GPS Next Generation Operational Control System (OCX) program — despite being years behind schedule. This latest award brings the total OCX contract value to nearly $4.5 billion since its inception in 2010. However, according to the U.S. Government Accountability Office (GAO), the total amount is approaching $8 billion.

    The OCX program, designed to enhance GPS infrastructure, has faced significant setbacks. It is currently about seven years behind the original schedule, with the GAO reporting that the system of 17 ground stations was not ready by its October 2024 deadline. Further testing is required for the system to be operational by December 2025.

    Despite these challenges, OCX remains critical for modernizing GPS capabilities. The system will enable full M-Code capabilities, providing jamming-resistant GPS signals for military operations in contested environments. OCX is also designed to improve cybersecurity for both military and civilian applications significantly. Once operational, OCX will command all modernized and legacy GPS satellites, managing all civil and military navigation signals.

    The program has faced scrutiny due to its delays and cost overruns. The GAO has flagged the program’s delays as a risk to the GPS enterprise, while lawmakers have expressed frustration over the delays and budget increases. Despite this, the Space Force continues investing in the program to enhance GPS capabilities for military and civilian users. OCX is expected to provide improved accuracy, availability and resistance to jamming compared to the previous ground control segment. The system will also support the launch and operation of GPS III satellites.

    Currently, 37 Global Positioning System satellites are on-orbit, with 29 of them set healthy. The system continues to provide an average 48-centimeter position accuracy. Despite this achievement, the U.S. government — specifically, the Space Force — continues to modernize GPS’s space, control and military user equipment segments.

    Modernization of the space segment is centered on the GPS III satellites, which provide up to eight times better anti-jam capability and a new L1C signal to improve user connectivity. GPS IIIF satellites, scheduled for delivery starting in early 2026, will add a search-and-rescue payload, a fully digital navigation payload, and greatly enhanced anti-jam capability for military operations.

    Modernization of the control segment is focused on the next-generation Operational Control System (OCX), scheduled to become operational early next year. OCX will sport an updated architecture to provide enhanced command-and-control capabilities and enhanced cybersecurity. Despite the pandemic, all 17 global OCX monitoring station installations were completed last summer, and most of the remaining equipment was fielded by the end of 2021.

    Twenty-four GPS satellites are broadcasting the military code (M-code). The Modernized GPS User Equipment (MGUE) program is developing military GPS receivers able to take advantage of these signals to improve defenses against spoofing and jamming while allowing navigation warfare operations.

    On the civil side, GPS modernization will play a key role in the development of the Next Generation Air Transportation System and intelligent transportation systems. The Department of Defense coordinates its GPS activities with the Department of Transportation (DOT), the Federal Aviation Administration (FAA) and many other federal departments and agencies via the National Executive Committee for Space-Based PNT. The term “space-based PNT” refers to GPS, GPS augmentations and other GNSS.

    However, this government-wide coordination and cooperation is contradicted by the stand of the Federal Communications Commission (FCC) on the matter of Ligado Networks’ applications to modify its license for terrestrial service, which it approved in 2020. The FCC’s decision is opposed by the executive branch, represented by the National Telecommunications and Information Administration (NTIA), and by 14 federal agencies and departments individually (including the departments of Defense, Transportation, State, Treasury, Justice, Interior, Agriculture, Commerce, Energy and Homeland Security), as well as by the National PNT Advisory Board and by most GNSS receiver manufacturers and aviation organizations. NTIA took the unprecedented step of filing a still-pending petition for reconsideration with the FCC. The concern is that Ligado’s proposed transmission power exceeds the thresholds established by the DOT’s April 2018 GPS Adjacent Band Compatibility study to protect GPS users from harmful interference.

    So, the list of threats to GPS now includes solar flares, spoofing, jamming, “legal jamming” by Ligado, and the Russian government’s recent threat to destroy GPS satellites. Modernizing GPS must proceed hand-in-hand with protecting it.
